Scope of Work

Services will support the Directorate of Public Works (DPW) at West Point, NY, primarily for Sustainment, Restoration, and Modernization (SRM) and other construction programs. Work will involve renovation, repair, alteration, and rehabilitation projects of varying size and complexity, often involving existing historic facilities. Services include, but are not limited to:

  • Planning, investigation, and design services

Evaluation Criteria

Firms will be evaluated based on demonstrated competence and qualifications in accordance with FAR Subpart 36.6. The most highly qualified firms will be selected for negotiation. Factors are listed in descending order of importance:

  1. Specialized experience and technical competence in providing A-E services for renovation, repair, alteration, and rehabilitation of facilities and infrastructure.
  2. Professional qualifications of key personnel.
  3. Past performance.
  4. Capacity to accomplish the work.
  5. Knowledge of the locality.
  6. Volume of prior Department of War work.

Factors 1-4 are considered most critical. Factors 5-6 are of lesser importance and may be used as discriminators.

Submission Requirements

Interested firms must submit a completed SF 330, Architect-Engineer Qualifications electronically in PDF format. Firms must be registered in SAM.gov. Section F of the SF 330 should include recent (within the past five years) and relevant project experience demonstrating qualifications for the required A-E services. Projects should be similar in scope, size, and complexity, highlighting experience in planning, design, and execution of renovation/modernization projects. Firms should emphasize multidisciplinary design capabilities, construction document preparation, stakeholder coordination, and experience with government projects. Greater consideration may be given to projects involving renovation and modernization of existing facilities in occupied or operational environments.

Clarifications & Additional Notes

  • Teaming: Firms are permitted to team, but the Prime Offeror must qualify as a Small Business under the applicable NAICS code.
  • Subcontractor Experience: Subcontractor projects can be included in Section F, clearly identifying the firm's role.
