The PAE C3BM, located at Hanscom Air Force Base, MA, is responsible for the acquisition and delivery of the DAF BATTLE NETWORK, an integrated system-of-systems crucial for enhanced situational awareness and decision-making within the broader Combined Joint All-Domain Command and Control (CJADC2) initiative. The ASE group within PAE C3BM leads the design and engineering of this network. The Government will use responses for planning and market research.
Information Requested
The RFI seeks industry input across several key areas:
- Corporate Experience and Capabilities: Overall experience in systems engineering and architecture support for federal agencies, past performance (up to three relevant contracts), personnel qualifications, and facility capabilities (e.g., cleared labs, simulation environments).
- Modeling and Simulation (M&S) and Model-Based Systems Engineering (MBSE): Approaches to M&S environments, proficiency with specific M&S tools (e.g., AFSIM, STK), MBSE methodologies (e.g., SysML, UPDM) and tools (e.g., Cameo), digital engineering examples, cloud platform experience (DAF CloudWorks, CloudONE, SEITaaS), and MBSE for mission engineering and multi-level security systems.
- Technology Exploration and Architecture Demonstration: Methodologies for identifying emerging C3BM/CJADC2 technologies, examples of novel architecture design and performance measurement, experience integrating third-party technologies, sensor orchestration, and AI/ML applications in Space Domain Analysis.
- Evaluation Event Management: Comprehensive approach to planning, managing, executing, and analyzing technology and architecture evaluation events, including defining success criteria, data collection, and reporting.
- Security: Capability to support work at multiple classification levels (Secret/NOFORN, TS/SCI, SAP Networks), availability of cleared workspaces, access to government systems (NIPR, SIPR, JWICS, CORE, SIC), cleared staff, and DevSecOps expertise at various classification levels.
