  • Workforce Framework Alignment: Integration of Defense Cyber Workforce Framework (DCWF) work roles with Technology Business Management (TBM) Domains, Towers, and Staffing Cost Pools.
  • Scalable Talent Supply Chain: Development of a continuous talent supply chain capable of rapid execution for surge operations.
  • Accelerated Onboarding: Expediting personnel deployment to meet agile operational demands.
  • Optimized Contracting Framework: Establishment of adaptable, scalable contract vehicles for Firm-Fixed-Price (FFP) support labor.
  • Stakeholder Accessibility: Enabling seamless access to contracted support labor for PEO Digital stakeholders.
  • Demonstrated Capability: Evidence of experience meeting similar demands.

Contract Details

This AOI is for non-personal services, and multiple awards are anticipated. Solutions must remain valid for a minimum of 18 months. The authority for this AOI is 10 U.S.C. § 3458. While no specific set-aside is stated, vendors are encouraged to identify as Traditional or Non-Traditional Defense Contractors.

Submission & Evaluation

Interested vendors must submit their solution briefs electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. White papers are limited to a maximum of five (5) pages, exclusive of the title page. Submissions will be evaluated based on how well the solution meets Navy needs and its technical merit/feasibility, with these criteria being equally weighted. The Government will not pay for costs associated with submissions. Awardable solutions may be made available in the Navy's Digital Marketplace and could require a five-minute video pitch.
