This document is an Area of Interest (Aol) issued as a Total 8(a) Set-Aside for Information Technology (IT) & Personnel Security Contractor Support for Capability Portfolio Executive (CPE) Ground Combat Platforms. The U.S. Army is seeking innovative commercial solutions for contractor-provided IT and personnel security support services. The goal is to identify partners capable of providing administration, design, sustainment, management support, system analysis, problem-solving, Systems Change Requests implementation, testing, and system enhancement for web applications within the Knowledge Center Portal (KCP) and its customer base, as well as security services. The contractor will serve as the primary point of contact for all SharePoint administration and automation needs, acting as the technical interface between CPE Ground Combat Platforms Project Management Offices and the Office of the Chief Information Officer (OCIO).

• Sustainment, maintenance, and enhancement of CPE Ground Combat Platforms Knowledge Center Portal (KCP) web applications, SharePoint Sites (including Power Platform Solutions), and Project Online/Server instance.

• Dedicated KCP web applications sustainment, maintenance, and enhancement services.

• Services related to personnel security (full lifecycle of security clearances) and facility security.

• Support for customer's target applications and workloads to secure and support cloud-based hosting environments.

• Specific functional capacities include SharePoint Subject Matter Expert, Senior Application Developer, Senior SharePoint Administrator, SharePoint Administrator, Application Developer, Software Applications Tester / Trainer / Application Helpdesk Support, SharePoint Architect, Microsoft Project / Project Server / Project Online Functional Expert, Business Analyst / Process Improvement / Requirements Lead, Personnel Security Specialist, Asset Manager, Program Manager, Cloud Architect / Solutions Architect, Cloud Engineer, Cloud Software Developer, Compliance Specialist (Cloud), Artificial Intelligence (AI) & Automation Specialist, and Data Analyst/Engineer & Reporting Specialist.

• Contract Type: Indefinite Delivery/Indefinite Quantity (ID/IQ) Fixed-Price Level-of-Effort (FP-LOE) structure contract or agreement, with task-order-driven surges.

• Period of Performance: Estimated AUG 2026 – AUG 2031, commencing with a separately priced phase-in effort up to 60-days.

• Place of Performance: Government facilities in the Detroit-Warren-Ann Arbor-MI area (Macomb, Oakland, or Wayne counties, including Detroit Arsenal and Selfridge Air National Guard Base).

• Submission Deadline: Written solution brief due by 1700 EST on 19 June 2026.

• Submission Method: Via email to the Points of Contact (POCs) listed in the document.

• Subject Line: "IT and Security Support for CPE Ground Combat Platforms for Aol 013".

• Aol Open Period: Closes at 1700 EST on 19 June 2026.

• Evaluation: Solutions received after the deadline will be discarded. The Aol supersedes Amendment 01.

• This Aol is a Total 8(a) Set-Aside, restricted to eligible participants in the Small Business Administration's (SBA) 8(a) Business Development Program.

• Firms must be active 8(a) participants at the time of submission and award.

• Joint Ventures are permitted if they comply with 13 CFR 124.513.

• The term "innovative" is defined as any technology, process, or method that is new as of the date of proposal submission, or any new application of an existing technology, process, or method.

• The government is not obligated to extend an RFP or make an award.

• Offerors are responsible for any costs incurred in developing a response.

• Selected companies must be registered and active in SAM.gov prior to award.

• Contractor personnel require specific security clearances (Secret/TS3, NACI/T1) and must complete background investigations and mandatory training.
