Quick Summary
The Department of the Army's ACC-ANAD has issued an Area of Interest (AoI) for a Test Track Camera System at the Anniston Army Depot (ANAD) in Anniston, AL. This AoI falls under the broader Commercial Solutions Opening (CSO) W911KF-25-S-C0001-0008, seeking to replace an end-of-life camera system and enhance safety for combat vehicle testing. Written solutions are due by June 4, 2026.
Purpose & Scope
The primary goal is to acquire a complete and fully operational camera system for the ANAD Test Track. The current system suffers from deficiencies including non-operational cameras, low-resolution video, lack of redundancy, and frequent outages. The new system must improve the Depot's ability to safely conduct combat vehicle testing by providing adequate camera coverage, limiting dead spots, and covering all access points and pedestrian crossings.
Key Requirements
- Camera Coverage: Limit dead spots, cover all access points and pedestrian crossings, capture vehicular traffic in both directions (including pit lane and turns), and view specific areas like the wash rack and "Sloped Test Area."
- Monitoring & Recording: Provide live feed to displays in the test track operator control booth. Retain 30 days of recorded data on a local HDD, accessible for viewing and download by the Government.
- System Components: Replace the end-of-life audio/visual component stack. Provide power and fiber solutions for existing camera locations.
- Display & Control: Display multiple camera views per large display (minimum of four large displays). Allow operators to manipulate, configure, or change camera views.
- Technical Specifications: Audio Visual core components must be on-premises (not cloud-based). Bluetooth/wireless enabled cameras are not an option.
Contract & Timeline
- Type: Area of Interest (AoI) under a Commercial Solutions Opening (CSO) utilizing 10 U.S.C. §3458. Awards will be fixed-price contracts, generally not exceeding 12 months.
- Set-Aside: Open to both traditional and non-traditional defense contractors. Companies must be registered in SAM.
- Submission Deadline: June 4, 2026, 4:00 PM CDT.
- Questions Deadline: May 26, 2026.
- Site Visit: May 19, 2026 (RSVP by May 12, 2026).
- Place of Performance: Anniston, AL.
Submission & Evaluation
Offerors must submit a written solution via email to the Contracting Officer and Contracting Specialist. The CSO process is multi-phased, potentially involving solution briefs, presentations/pitches, and full commercial solution proposals. Evaluation will consider responsiveness, technical feasibility, alignment with OIB modernization, deliverability, ROM price realism, technical merit, mission relevance, implementation feasibility, technical soundness, schedule realism, and fair and reasonable pricing. The Government is not obligated to extend a request for proposal or make an award.
