This is a combined synopsis/solicitation for commercial items to procure an Areawide Market Analysis (AWMA) for the Natural Resources Conservation Service (NRCS) – South Dakota. The acquisition is for an AWMA for an initial fiscal year and subsequent annual recertifications or amendments. This is an unrestricted requirement.

• The primary deliverable is an Area Wide Market Analysis (AWMA).

• Annual recertifications or AWMA modifications are also required.

• The North American Industry Classification Standard (NAICS) code is 531320, Offices of Real Estate Appraisers.

• A Wage Rate Determination (2015-5375) for South Dakota counties is provided as Attachment B.

• The anticipated award type is a Firm Fixed Price Purchase Order.

• The contract will consist of one (1) one-year base period and four (4) one-year option periods, for a total duration not to exceed five (5) years.

• The anticipated period of performance is:

  • Base Year: April 15, 2026 through April 14, 2027
  • Option Year One: April 15, 2027 through April 14, 2028
  • Option Year Two: April 15, 2028 through April 14, 2029
  • Option Year Three: April 15, 2029 through April 14, 2030
  • Option Year Four: April 15, 2030 through April 14, 2031

• Quotations are due by Monday, March 30, 2026, at 12:00 PM Eastern Time.

• Questions must be submitted via email by Wednesday, March 25, 2026, at 12:00 PM Eastern Time.

• Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

• Evaluation criteria include:

  • Technical Narrative (max 5 pages): Demonstrating experience, ability, and understanding of the requirements. Rated Acceptable/Unacceptable.
  • Past Performance: Three references from similar projects.
  • Pricing: Evaluated for fairness and reasonableness after technical acceptability is determined.

• The government reserves the right to conduct a price realism analysis.

• This acquisition is not set-aside for small business concerns.

• The small business size standard is $9.5M.

• Attachment A is the Statement of Work.

• The solicitation incorporates numerous FAR clauses and provisions by reference.

• The government intends to make one award.

• Contractors must submit pricing for all line items to be considered responsive.

• Occupational Listings: Provides a comprehensive list of job classifications, corresponding occupation codes, and minimum hourly wage rates.
• Fringe Benefits: Indicates that fringe benefits are required and follow the occupational listing.
• Executive Orders: Notes the applicability of Executive Order (EO) 13706 (Establishing Paid Sick Leave) and EO 13658 (Minimum Wage) for relevant contracts awarded on or after specific dates. It details benefits such as paid sick leave, health and welfare contributions, vacation time, and paid holidays.
• Conformance Process: Outlines the procedure for contractors to request additional classifications and wage rates if a required occupation is not listed.

This document is crucial for bidders as it dictates the minimum wage and benefit standards that must be paid to employees performing work under a contract covered by the Service Contract Act in the specified geographic area. Bidders must ensure their proposed labor costs align with these requirements to be compliant and competitive.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the fair market value (FMV) of land for land use types typically enrolled in the Agricultural Conservation Easement Program - Wetland Reserve Easement Component (ACEP-WRE) within identified market areas.

• Conduct Areawide Market Analyses (AWMA) for initial fiscal year and subsequent annual recertifications or amendments.

• Determine FMVs on a per-acre basis for each market area and land use type.

• Analyze comparable properties, including sold properties (within 24 months for initial AWMA) and active listings.

• Identify and describe land uses, land quality, soils, and topography relevant to ACEP-WRE.

• Exclude the value of improvements (homes, sheds, fences, barns, etc.).

• Develop separate values for land behind or in front of protection levees, if significant.

• Provide sales data on properties encumbered by wetlands or conservation easements in a separate section.

• AWMA reports must be clear, accurate, complete, and comply with USPAP.

• Reports must meet NRCS's intent to determine FMV.

• Vendor must select comparable properties representing typical ACEP-WRE land uses.

• Adjustments for property differences and current market analysis are required.

• A minimum of 10 sales representing each land use in each market area must be analyzed.

• The contract covers an initial fiscal year and up to four subsequent annual recertifications or amendments.

• Market areas are specified by NRCS and identified in Exhibit 1 (South Dakota).

• Vendor must be a State-certified general real property appraiser or hold a temporary permit.

• Vendor must be in good standing with licensing authorities and have demonstrated USPAP competency.

• Deliverables include written and digital products, meeting participation, and training attendance.

• Vendor must provide latitude/longitude coordinates or a GIS shapefile/polygon for comparable sales.

• Conflict of interest and nondisclosure provisions apply.
