This document is a combined synopsis/solicitation for Area Wide Market Analysis (AWMA) services for NRCS - South Dakota. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is a Total Small Business Set-Aside.

• The government plans to obtain an AWMA for an initial fiscal year and subsequent annual recertifications or amendments for up to four additional years.

• The contract will cover one (1) one-year base period and four (4) one-year option periods, not to exceed five years total.

• Contract Type: Firm-fixed-price requirements contract.

• Estimated Value: The small business size standard is $9.5 million.

• Questions Due: May 22, 2026, 12:00 PM Eastern Standard Time.

• Quotes Due: May 30, 2026, 12:00 PM Eastern Time, submitted via email.

• Offer Acceptance Period: 90 calendar days from the date specified for receipt of offers.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on lowest price technically acceptable criteria. This includes evaluation of Price, Technical Acceptability, and Past Performance.

  • Technical Acceptability: Evaluated as acceptable or unacceptable based on the offeror's ability to meet requirements.
  • Past Performance: Requires at least two references from the past five years. Evaluated as Acceptable, Neutral, or Unacceptable.

• This acquisition is a Total Small Business Set-Aside.

• Offerors must provide resumes for state-certified General Real Property Appraisers.

• Technical data and supporting documentation are available as attachments, including a Statement of Work.

• Numerous FAR and AGAR clauses and provisions are incorporated by reference and in full text.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the fair market value (FMV) of land for land use types typically enrolled in the Agricultural Conservation Easement Program - Wetland Reserve Easement Component (ACEP-WRE) within specific market areas identified by the Natural Resources Conservation Service (NRCS).

• Conduct Areawide Market Analyses (AWMA) for initial fiscal year (FY) and subsequent annual recertifications or amendments.

• Analyze market areas and land use types as determined by the NRCS State Conservationist.

• Provide FMVs on a per-acre basis for each market area and land use.

• Deliverables include written and digital products, meeting participation, and attendance at training sessions.

• Reports must be clear, accurate, complete, and comply with USPAP.

• Market analysis must be conducted and reported in compliance with USPAP.

• Comparable properties must represent land use types typically enrolled in ACEP-WRE.

• Adjustments for property differences and current analysis of the competitive market are required.

• NRCS may review the AWMA report.

• The period of performance is for an initial fiscal year and subsequent annual recertifications or amendments, not to exceed 4 additional years.

• Market areas are specified by NRCS and may include regions or counties within South Dakota (as per Exhibit 1).

• Vendors must be State-certified general real property appraisers or hold a temporary practice permit.

• Vendors must be in good standing with licensing authorities and demonstrate competency in USPAP for rural and agricultural property market analyses.

• Reports must be USPAP compliant.

• Improvements (homes, sheds, fences, barns) are not to be included in the valuation.

• Sales data from lands under existing easements are not to be used as comparable sales, but if identified, must be provided separately.

• Vendor must provide latitude/longitude coordinates or a GIS shapefile/polygon for comparable sales locations.

• Conflict of interest and nondisclosure provisions apply.
