Scope of Work
The selected subcontractor will be responsible for the comprehensive supply, installation, and testing of the Argon pipeline. This includes:
- Surface Construction: Installation of an 8" diameter Schedule 40 stainless steel pipe from the Argon Receiving Facility to the Ross Shaft.
- Ross Shaft Construction: Installation of the Argon pipe within the Ross Shaft's Pipe Services compartment, transitioning from 8" to 6" diameter, and extending to the 4850 Level.
- Underground Construction (4850L): Installation of the 6" diameter Schedule 10 stainless steel pipe from the Ross Shaft exit to the CUC, including the design and installation of an anchoring and suspension system.
- Provision of all necessary materials, equipment, tools, transportation, and performance of all required inspections and testing, such as welding inspections and leak testing.
Contract Details
- Type: Firm Fixed-Price (FFP) Subcontract.
- Period of Performance: Completion within 250 calendar days from the date of award. Construction is anticipated to begin in May 2027.
- Place of Performance: Sanford Underground Research Facility (SURF), Lead, SD.
- Set-Aside: This is an unrestricted opportunity. Small businesses are exempt from the Small Business Subcontracting Plan requirement, but large businesses must submit one (Attachment J-9).
- Mandatory Pre-Proposal Meeting/Site Visit: A mandatory virtual pre-proposal meeting is scheduled for June 23, 2026, 9:00-10:30 AM MST via Zoom. A pre-bid site visit/job walk is also required. Offerors must RSVP for the virtual meeting by June 15, 2026.
Submission & Evaluation

- Format: Two separate PDF volumes (Technical Proposal and Price/Contractual Proposal).
- Evaluation: Proposals will be evaluated using a Lowest-Price Technically Acceptable (LPTA) approach. Offerors must meet mandatory requirements and will be further evaluated on technical criteria, including Past Experience and Performance, Technical Merit of the Offeror's Approach, and Corporate ES&H and Quality Assurance Programs.
- Required Submittals: Include PUR-466 Proposal Certifications, SARC, Subcontractor Injury and Illness Data Questionnaire (with OSHA 300A logs and EMR documents), Organizational Conflicts of Interest Form (FL-11 & FL-57B), Small Business Subcontracting Plan (if applicable), and the Price Proposal Sheet (J-11).
