Purpose

This Sources Sought Notice is for planning purposes only and is not a solicitation. The Government seeks to identify small businesses, including those in all socioeconomic categories, capable of providing Heating, Ventilation, and Air Conditioning (HVAC) services. The intent is to gain knowledge of potential qualified business sources for a future requirement.

Scope of Work

Based on the Performance Work Statement (PWS), the requirement involves comprehensive HVAC system maintenance, repair, and upgrade services. This includes:

• Core HVAC Systems: Maintenance and repair of boilers, chillers, air handling units (AHUs), rooftop units (RTUs), and variable air volume (VAV) boxes.
• Ancillary Systems: Service and repair of domestic hot water systems, ice machines, refrigerators, exhaust fans, and associated control systems.
• Server Room HVAC Systems: Ensuring precise temperature and humidity control.
• System Upgrades and Replacements: Upgrading HVAC control systems and replacing a 5-ton HVAC unit in the ANC Administration Building's server room.
• Compliance: All work must comply with federal regulations and ASHRAE standards.

Performance Standards

• Preventive Maintenance: Conducted in accordance with ASHRAE Standard 180.
• Emergency Repairs: 4-hour on-site response time for critical systems.
• Operational Readiness: Minimum of 90% operational readiness for all equipment.

• Anticipated Period of Performance: One (1) base year of 12 months and four (4) 12-month option years, starting April 16, 2026.
• Place of Performance: Arlington National Cemetery and U.S. Soldiers' and Airmen's Home National Cemetery, Fort Myer, VA.

• Content: Include company name/address, DUNS, CAGE Code, business size/socioeconomic status (under NAICS 238220), company point(s) of contact, description of capabilities, and confirmation of intent to submit a quote/bid if a solicitation is issued. Respondents must be able to perform 51% of the labor.
