Scope of Work

The requirement is for CMS and QA services supporting two major construction phases:

  • ANCSE Phase II: This phase, awarded in April 2023, involves providing a complete Operations Complex for Arlington National Cemetery (ANC), including a new service complex, office building, warehouse, maintenance bays (subterranean with green roof), and a parking structure. Phase IIB focuses on infrastructure to connect the new Operations Complex to the existing cemetery, including internal drives, redundant water sources, communication links, and stormwater infrastructure. Both sites will be enclosed by an ornamental security and boundary fence.
  • ANCSE Phase III: Pending award in February 2026, this phase will extend the cemetery's south side by nearly 50 acres, creating approximately 80,000 additional interments (above-ground cremated, in-ground cremated, in-ground traditional casketed, and in-ground crypts). It includes constructing a network of roadways, sidewalks, and pedestrian walkways tied into the existing ANC system, along with extensive landscaping and horticulture plantings to maintain the cemetery's character as a level III arboretum.

Required construction disciplines include Civil, Mechanical, Electrical, Architectural, Structural, Horticultural/Landscape, Cost Estimator, and Scheduler.
