Solicitation / RFP / RFQ

This Request for Lease Proposals (RLP) seeks offers for a fully-serviced lease of approximately 3200 Gross Square Feet (GSF) with a minimum of 3100 Net Square Feet (NSF) of space. The lease term is up to 5 years with termination rights.

• Space Size: Approximately 3200 GSF / 3100 NSF.

• Lease Term: Up to 5 years with termination rights.

• Minimum Requirements:

  • 24-hour unrestricted access.
  • Availability of all communications infrastructure (DSL, T1, satellite dish).
  • Direct access to a secondary exterior exit door, or installation of one prior to occupancy.
  • 24-hour lighted parking for 2 Government vehicles and adequate parking for privately owned vehicles onsite or within a 4-block radius.

• Delineated Area: Space must be located within the boundaries defined by 95th Street (North), 119th Street (South), 194 (East), and Kedzie Ave (West).

• Contract Type: Fully serviced, turnkey lease. Rent covers all lessor costs, including operating costs, real estate taxes, and insurance.

• Build-out: Lessor is required to design and build alterations based on provided specifications. Initial and final architectural floor plans will require Government approval before build-out begins.

• Offers Due: By 03/11/2026, no later than 5:30 P.M. EDT.

• Submission Method: Via email to Kelly.R.Black@usace.army.mil or by US Mail/express delivery to the specified Louisville, KY address.

• Evaluation: Award will be made to the responsible Offeror whose proposal represents the best value, considering both Price and Technical Factors. Technical factors are approximately equal in importance to Price.

• Key Technical Factors: Location within delineated area, neighborhood characteristics, ease of access, building location, parking availability, building appearance, compatibility of adjacent businesses, signage potential, floor plan/layout efficiency, and high-speed internet availability.

• Offerors must verify that the building and space meet accessibility requirements, or include a commitment to make necessary improvements.

• Offerors must verify that the building meets fire protection and life safety requirements (egress, sprinkler, alarm systems), or include a commitment to make necessary improvements.

• Offers will not be awarded for property within a 100-year floodplain unless no practicable alternative exists.

• Government requests space with no known hazardous conditions or recognized environmental conditions.

• Environmental Due Diligence: Offerors may be required to provide a Phase I Environmental Site Assessment (ESA) at their sole cost.

• National Environmental Policy Act (NEPA): Offerors must allow Government access for studies; NEPA compliance is required before award.

• Asbestos: Space should have no or stable asbestos-containing materials (ACM). If ACM is present, an abatement plan may be required.

• National Historic Preservation Act: Offerors must allow Government access for studies; compliance with Section 106 is required.

• Offerors must use the provided USACE forms, including the Lease form (L100) and Proposal to Lease Space (Form 1364).

• The lease will be awarded as an operating lease under OMB Circular A-11.

• Offerors must provide evidence of ownership or control of the property.

• The Government may award without discussions, so initial offers should contain the best terms.

• The Government reserves the right to reject any or all offers.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide necessary labor, equipment, and supplies for janitorial and cleaning services.

Frequency of Work: To be accomplished during normal office hours (8:00 a.m. - 4:00 p.m.) on Monday, Wednesday, and Friday.

Three Days Per Week Tasks:

• Empty all trash/waste baskets and remove trash from the facility, replacing liners.
• Vacuum carpets, rugs/mats, hard-surfaced floors, upholstered furniture, windowsills, restroom facilities, entryways, common areas, and storage closets. Spot clean stains as needed.
• Damp mop all ceramic, tile, or vinyl floor areas with an appropriate chemical cleaner.
• Disinfect all restroom fixtures and floors with an environmentally friendly antibacterial cleaner. Furnish restroom supplies.
• Clean fingerprints/smears on glass entrance doors and interior glass. Clean drinking fountains.

Monthly Tasks:

• Dust all surfaces including furniture, windowsills, blinds, baseboards, HVAC vents, and light fixture lenses.
• Clean interior and exterior window surfaces (weather permitting), leaving no streaks.
• Wash trash receptacles.
• Descale toilet bowls and urinals.
• Provide and maintain walk-off mats.

Quarterly Tasks:

• Clean HVAC intakes.

Semi-Annually Tasks (April and October):

• Professional carpet cleaning using hot-water extraction, performed by IRCRC "master cleaner" certified professionals. Spot cleaning prior to general cleaning.

Annually Tasks (October):

• Wash globes, reflectors, covers, diffusers, and plastic side panels of light fixtures.

As Needed Tasks:

• Replace burned-out or blinking light bulbs and fluorescent tubes.
• Clean entrance and exterior walks, including snow and ice removal for a 6'x6' area in front of main and rear entrances/exits.
• Furnish toilet supplies (toilet tissue, soap, hand towels).
• Provide and install trash bags.
