Key requirements include a secondary egress, adequate parking for two government vehicles (24/7, sign designated preferred) and employee/customer vehicles (within 4 blocks), daytime janitorial services, and prominent signage. Sites adjacent to non-compatible businesses (e.g., adult entertainment, liquor stores, dispensaries) may be eliminated. The space must meet detailed construction specifications (Exhibit D) for outfitting as a military recruiting facility, including security systems and specific architectural finishes. Environmental considerations include no known hazardous conditions or asbestos-containing materials, with potential for a Phase I Environmental Site Assessment. Compliance with Section 106 of the National Historic Preservation Act is also required.
Contract Details
This is a Solicitation (Request for Lease Proposals) for an operating lease under OMB Circular A-11. The contract type is a fully serviced, turnkey lease, where rent covers all Lessor costs, including operating expenses, real estate taxes, and insurance. While leases are typically for a 5-year term, the Government retains termination rights. Firm term leases are generally not considered unless the Lessor provides a significant contribution towards build-out costs. There is no set-aside designation for this opportunity.
Submission & Evaluation
Offerors must submit a completed Rental Proposal Worksheet (USACE Form 1364 and Construction Specifications Bid Proposal Worksheet), proof of active SAM.gov registration, and the existing floor plan. All attached documents, including the lease form (Exhibit A), general clauses (Exhibit B), construction specifications (Exhibit D), and janitorial specifications (Exhibit F), must be thoroughly reviewed. The first four pages of the lease are negotiable, but general conditions are standard and non-negotiable. Certification of Authorization (Exhibit G) and Agency Agreement (Exhibit H) may also be required.
Proposals will be evaluated based on best value, considering both Price and Technical Factors. Technical factors include location (within the delineated area, neighborhood, ease of access, building location), ability to meet construction specifications, security measures, lease requirements, parking availability, building appearance, adjacent businesses, signage potential, floor plan/layout, high-speed internet, and qualitative ratings for mission.
