Quick Summary
The Federal Protective Service (FPS) Acquisition Division has issued a Justification and Approval (J&A) for a noncompetitive extension of Armed Protective Security Officer (PSO) services to Triple Canopy, Inc. This action ensures continuity of critical security services in Minnesota and Wisconsin for up to five months, from March 1, 2026, through July 31, 2026, while a competitive follow-on contract is solicited and awarded.
Scope of Work
The extension covers the continued provision of Armed Protective Security Officer services at federally owned, leased, or occupied facilities protected by FPS throughout Minnesota and Wisconsin. These services are critical for maintaining security without degradation.
Contract & Timeline
- Action: Extension of an existing Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price contract.
- Contractor: Triple Canopy, Inc. (13530 Dulles Technology Drive, Ste 500, Herndon, Virginia 20171).
- Period of Performance for Extension: Up to five (5) months, from March 1, 2026, through July 31, 2026.
- Estimated Value: Approximately [REDACTED] for the five-month extension.
- Published Date: March 12, 2026.
- Set-Aside: This action is taken under Other than Full and Open Competition, citing 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 ("Only One Responsible Source").
Justification Details
The extension is necessary due to delays in the competitive follow-on procurement process, including revisions to the Statement of Work and other documents. The current contract expires on February 28, 2026. This noncompetitive action allows adequate time for the completion of the competitive solicitation and award, as well as a 120-day transition period for the new effort. Triple Canopy, Inc. is the incumbent and is performing satisfactorily, being the only contractor able to immediately fulfill the requirement without unacceptable security degradation. Proposed hourly rates were determined fair and reasonable.
Future Action
A competitive follow-on procurement for these services is currently in process.
