This document defines critical equipment specifications that bidders must meet or propose to fulfill the remediation cleaning services for the armory at Building 950. Understanding these requirements is essential for developing accurate proposals and ensuring compliance with the government's needs for mitigating lead buildup, carbon residue, and other hazardous contaminants.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide remediation cleaning services for the armory at Building 950, JBSA-Chapman Annex, to mitigate lead buildup and carbon residue, and to sustain proper conditions through biannual maintenance cleaning.

• Conduct an initial deep cleaning approximately 30 days after contract award.

• Perform bi-annual maintenance cleaning every 6 months thereafter.

• Clean all floors, walls, ceilings, workspaces, tool cabinets, office desks, janitorial closet, latrine, weapons storage racks, and wall lockers.

• Utilize a general-purpose cleaner with specific pH, solubility, biodegradability, and non-flammable properties, effective on various surfaces.

• Provide a list of disinfecting products one week before initial deep cleaning for approval.

• Use HEPA filter vacuums for all cleaning.

• Clean 7 workstations and 9 tool cabinets, unbolting, cleaning, and reinstalling some.

• Clean 4 office desks, unbolting, cleaning, and reinstalling some.

• Clean 39 storage racks, unbolting, cleaning, and reinstalling some.

• Clean 8 wall lockers, unbolting, cleaning, and reinstalling them.

• Unbolt, clean, and reinstall all bolted items secured to the ground.

• Supply and install three HEPA air purification systems during the initial deep-cleaning phase.

• Maintain a minimum of three air changes per hour with the ambient air cleaning systems.

• Replace three HEPA carbon filters annually during maintenance cleaning.

• Perform thorough wipe-downs of all surfaces during maintenance cleaning.

• Service equipment as needed to limit cross-contamination and unsafe operating conditions.

• Perform opening of contaminated vacuum collection equipment in a containment area or outside.

• Utilize HEPA filtration (99.97% at 0.3 microns) for vacuum collection equipment exhausting within the building.

• Maintain continuous negative pressure in cleaned HVAC system components.

• Properly contain and dispose of contaminated materials.

• Use cleaning agents strictly according to manufacturer instructions and required ventilation.

• Dispose of used cleaning materials and solvents according to regulations.

• Remove all packaging and refuse containers from the site.

• Return the facility to its original state and repair any damage caused by contractor personnel or equipment.

• Adherence to Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) guidelines.

• HEPA filtration systems capturing 99.95% of airborne particles as small as 0.1 microns.

• Verified Air Filtration Clean Air Delivery Rate: 915 sq ft.

• HEPA-filtered units will remain in place post-remediation for sustained air purification.

• Negative pressure verified at representative locations during cleaning.

• Initial deep cleaning approximately 30 days after contract award.

• Bi-annual maintenance cleaning every 6 months thereafter.

• Work hours: Monday through Friday, 3:00 p.m. to 10:00 p.m.

• Work may be permitted on Federal holidays and weekends at the Government's option.

• Contractor employees prohibited from possessing weapons or ammunition on site.

• Work on half of the armory at a time to allow for continued Government operations.

• Contractor to provide all necessary personnel, equipment, supplies, tools, and materials.

• Contractor employees must be easily recognizable.

• Contractor must designate an on-site project manager (Site POC).

• No loading dock/ramp available.

• Government will furnish electricity, water, and sewage services.

• Contractor shall not use government telephones for personal calls.

• Contractor responsible for freight, unpacking, delivery, installation, and disposal of items.

• Contractor responsible for preventing damage to the service entrance and flooring.

• Contractor responsible for maintaining work areas in a neat, clean, and safe condition.

• Contractor responsible for providing, installing, and removing temporary signage and barriers.

• Contractor responsible for collecting trash, debris, and garbage.

• Contractor shall manage all data created for Government use according to AF Records Management procedures.

• No changes or deviations from the scope of service without a modification executed by the Contracting Officer.
