Proposal Requirements & Evaluation

Proposals will be evaluated on a 'technically acceptable' or 'unacceptable' basis, with award to the lowest priced, technically acceptable offer. Key requirements include:

  • Technical Proposal: Demonstrate how all PWS services will be completed and identify Key Personnel.
  • Past Experience: Provide at least three (3) successful, relevant elevator maintenance contracts within the past five years where subcontracting was not utilized. Projects must be of similar size and scope, with detailed information on client, value, scope, and dates.
  • Pricing: Submit comprehensive pricing for the base year and all option years as prescribed in Part I – Section B.
  • Insurance: Provide a certificate of liability insurance meeting Section I, AMS Clause 3.4.1-12 requirements.
  • Wage Determinations: Bidders must incorporate the minimum wage and fringe benefits for 'Elevator Repairer' as specified in DOL Wage Determinations No. 1967-0495 Rev. 76 (for AR/LA) and No. 1986-0538 Rev. 58 (for AR/MS/TN).
