This document provides responses to vendor questions regarding the solicitation for boom lifts, clarifying requirements related to manufacturer authorization, service capability, pricing, VAT, training, and country of origin.

• Manufacturer Authorization: Regional authorized dealers or manufacturer-backed suppliers are acceptable if they can provide a 1-year warranty and supporting documentation.
• Local Service: A local service representative or subcontractor supported by the manufacturer or authorized regional dealer is acceptable.
• Spare Parts & Optional Features: Spare parts lists are for informational/reference purposes only, while optional features will be evaluated as part of the total quoted price.
• VAT/Customs: Shipments consigned to the U.S. Embassy in Ashgabat are exempt from customs duties and VAT. The Embassy will provide a diplomatic note and power of attorney for customs clearance. Routing via Iran should be avoided.
• Training & Acceptance: The sequence is delivery and initial inspection, followed by onsite training, then final acceptance.
• Country of Origin: Boom lifts manufactured in China are NOT acceptable for this solicitation. Only U.S.-made or designated country end products compliant with the Trade Agreements Act (TAA) will be considered for award. Technical compliance or CE certification does not override TAA country-of-origin requirements.

Clarifies that only U.S.-made or designated country end products are eligible for award, significantly impacting offers from non-designated countries like China. Other clarifications refine requirements for authorization, service, and pricing evaluation.

Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for the acquisition of two articulating boom lifts for the U.S. Embassy Ashgabat, Turkmenistan. The government intends to award a firm-fixed-price contract to the responsible company submitting the technically acceptable offer at the lowest price.

• Two articulating boom lifts: one diesel and one electric.

• Both lifts must be brand new.

• Delivery, training, and a one-year warranty are required for both lifts.

• Lifts must meet or exceed the minimum specifications outlined in the Statement of Work (SOW).

• Offerors must specify the brand and model for each lift.

• Equipment features must comply with ANSI or CE standards.

• Onsite operation and maintenance training is required within 5 working days of delivery.

• Contract Type: Firm-fixed-price.

• Delivery Terms: DDP (Delivery Duty Paid) to U.S. Embassy Ashgabat, Turkmenistan.

• Delivery Time: 6 months after issuance of order.

• Payment Terms: Electronic Funds Transfer, within 30 days after goods and invoice are received.

• Quotations must be submitted on or before May 20, 2026, at 17:00 Ashgabat time.

• Submission Method: Preferred method is electronic submission via email to ashgabatsolicitations@state.gov. A sealed envelope can also be used.

• Format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf) file format. File size must not exceed 30MB.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible offeror. Technical acceptability will be based on compliance with specifications, submitted documentation, manufacturer authorization, delivery capability, and after-sales support. Past performance and experience will also be reviewed.

• No specific set-aside is mentioned in the initial solicitation notice.

• Offerors are responsible for ensuring receipt of their quotation prior to the deadline.

• Quotes must be in English.

• Incomplete proposals will not be accepted.

• Questions regarding the RFQ should be directed to ashgabatsolicitations@state.gov.

This is a pre-solicitation notice for the procurement of two (2) brand new articulating boom lifts: one (1) diesel and one (1) electric. The procurement will include all associated equipment, training, and support services. The U.S. Embassy Ashgabat, Turkmenistan intends to issue a Request for Quotation (RFQ) on or about May 1, 2026, via SAM.gov. This notice is for informational purposes only and is not a request for quotations.

• One (1) brand new Articulating Diesel Boom Lift

• One (1) brand new Articulating Electric Boom Lift

• Associated equipment, training, and support services

• Delivery to U.S. Embassy Ashgabat, Turkmenistan

• Only new equipment will be accepted; refurbished or used units are not acceptable.

• Anticipated contract type: Firm-fixed-price purchase order.

• Award will be made to the lowest-priced technically acceptable responsible offeror.

• The Government may award the contract based on initial quotations without discussions.

• The official RFQ will be issued on or about May 1, 2026, via SAM.gov.

• All technical requirements, specifications, evaluation criteria, and submission instructions will be provided in the forthcoming solicitation.

• Questions from vendors will only be accepted after the official RFQ is issued.

• Not specified in this notice.

• All contractors must be registered and maintain an active registration in the System for Award Management (SAM.gov) with a valid Unique Entity Identifier (UEI) prior to contract award.

• No paper copies of the RFQ will be issued; all documents will be available electronically via SAM.gov.
