Quick Summary

The Defense Intelligence Agency (DIA) has issued a Request for Information (RFI) for Artificial Intelligence Test, Evaluation, Verification, and Validation (TEVV) Capabilities. This RFI seeks industry best practices, innovative approaches, and state-of-the-art tooling to establish a mature, scalable, and sustainable AI TEVV capability within the Defense Intelligence Enterprise (DIE). Responses are due by 1700 EST on February 19, 2026.

Purpose & Scope

DIA recognizes the critical need for rigorous and continuous TEVV for Artificial Intelligence (AI) and AI-enabled capabilities (AIEC) to build trust, ensure reliability, cybersecurity, safety, accuracy, and adherence to ethical/legal standards. The agency aims to develop standardized, scalable, and measurable TEVV metrics and improve existing frameworks. This effort will support AIEC across various mission areas, security domains (NIPRNET, SIPRNET, JWICS), and classification levels, emphasizing automation for continuous testing throughout the AIEC lifecycle.

Key Areas of Interest

DIA is seeking insights on:

  • Organization Experience: Expertise in AI/TEVV, experience with DIA/DoW/IC, partnerships, and lessons learned.
  • DIA's Mission: How respondents' AI TEVV approaches align with DIA's mission and intelligence-specific challenges.
  • Frameworks & Methodologies: Recommendations for comprehensive AI TEVV frameworks, testing environments, and integration with existing QA processes.
  • TEVV Metrics: Metrics for assessing AI system performance, reliability, safety, fairness, robustness, and security.
  • Automation & Continuous Monitoring: Approaches for automating TEVV, continuous monitoring of deployed AIEC, and integration into DevSecOps/MLOps.
  • Collaboration & Interoperability: Strategies for leveraging existing initiatives, ensuring interoperability, and managing validation responsibilities.
  • Advanced TEVV Capabilities: Capabilities in red-teaming, vulnerability assessment, and TEVV for emerging AI paradigms like generative AI.
  • Implementation & Lessons Learned: Workforce skills, timelines, resource requirements, critical success factors, and lessons from previous implementations.

Submission Details & Deadlines

This is an RFI for planning purposes only and is not a solicitation. No contract will be formed, and costs for responding are not reimbursable.

  • Response Deadline: 1700 EST on February 19, 2026.
  • Questions Deadline: 1200 EST on January 23, 2026.
