Request for Information (RFI)

• Organization Experience: Seeking information on facility clearance, company expertise in AI and TEVV, experience with the Defense Intelligence Agency (DIA) and Department of War (DoW)/Intelligence Community (IC), partnerships, certifications, and lessons learned.

• DIA's Mission: Understanding how respondents perceive DIA's mission and how that informs their AI TEVV approach, including addressing intelligence-specific challenges and multi-INT fusion.

• Frameworks, Methodologies, and Best Practices: Requesting recommendations for implementing a comprehensive AI TEVV framework, establishing testing environments, structuring TEVV activities across the AI lifecycle, organizational models, and integration with existing QA processes.

• TEVV Metrics: Seeking recommendations for metrics to assess AI system performance, reliability, safety, fairness, robustness, and security, and how these metrics apply to different AI application types and risk profiles.

• TEVV Automation and Continuous Monitoring: Inquiring about metrics for assessing AI performance, automated monitoring of deployed AIEC, automating test case generation, and integrating TEVV into development pipelines (DevSecOps, MLOps, etc.).

• Collaboration and Interoperability: Asking about existing initiatives to leverage, ensuring interoperability, managing validation responsibilities across organizations, supporting governance needs, and facilitating collaboration.

• Advanced TEVV Capabilities: Exploring capabilities in red-teaming, assessing vulnerabilities, research on emerging approaches, and TEVV for new AI paradigms (e.g., generative AI).

• Implementation and Lessons Learned: Seeking insights on workforce skills, timelines, resource requirements, critical success factors, unanticipated risks, lessons learned from previous implementations, and recommended approaches for organizations with existing specialized processes.

• Respondents are encouraged to avoid sensitive, proprietary, or classified information where possible.

• The Government reserves the right to select submissions for further information but does not intend to rank submittals or provide individual replies.

The DIA seeks to understand industry best practices, innovative approaches, mature methodologies, and state-of-the-art tooling to enhance its Artificial Intelligence Test, Evaluation, Verification, and Validation (AI TEVV) capabilities. The goal is to accelerate the adoption and acceptance of AI technologies within the Defense Intelligence Enterprise (DIE).

Information submitted will be used solely for acquisition planning, capability assessment, and strategic roadmap development. It will not be used for intelligence collection or analysis. The Government will protect proprietary, competition-sensitive, and company-confidential information.

Respondents are asked to provide insights on:

• Organization experience with AI and TEVV, particularly within the Department of War (DoW) or Intelligence Community (IC).
