Quick Summary

The Defense Intelligence Agency (DIA) has issued a Request for Information (RFI) for Artificial Intelligence Test, Evaluation, Verification, and Validation (AI TEVV) Capabilities. This RFI seeks industry insights to establish a mature, scalable, and sustainable AI TEVV capability within the Defense Intelligence Enterprise (DIE). Responses are due by February 19, 2026.

Purpose & Scope

DIA recognizes the critical need for rigorous, comprehensive, and continuous AI TEVV to ensure trust, reliability, cybersecurity, safety, accuracy, robustness, and ethical adherence of AI/AI-enabled capabilities (AIEC) in intelligence operations. The agency aims to develop standardized, scalable, and measurable TEVV metrics and improve existing frameworks. This effort will support AIEC across various mission areas (analysis, collection, operations, targeting, business management) and security domains (NIPRNET, SIPRNET, JWICS), from development to operational deployment. DIA is particularly interested in automated TEVV capabilities for continuous testing throughout the AIEC lifecycle.

Key Areas of Interest

DIA is seeking information on:

  • Organization Experience: Expertise in AI and TEVV, particularly within the Department of War (DoW) and Intelligence Community (IC).
  • Frameworks & Methodologies: Recommendations for comprehensive AI TEVV frameworks, testing environments, and integration with existing QA processes.
  • TEVV Metrics: Metrics to assess AI system performance, reliability, safety, fairness, robustness, and security across different AI application types.
  • Automation & Monitoring: Approaches for automated monitoring of deployed AIEC, test case generation, and integration into DevSecOps/MLOps pipelines.
  • Collaboration & Interoperability: Strategies for partnering with other AI TEVV initiatives and managing validation responsibilities.
  • Advanced Capabilities: Insights into red-teaming, vulnerability assessment, and TEVV for emerging AI paradigms like generative AI.
  • Implementation: Workforce skills, timelines, resource requirements, and lessons learned from previous implementations.

Submission Details

  • Nature of Request: This is an RFI for planning purposes only and is not a solicitation for proposals or quotes. The government will not reimburse costs for submitted information.
  • Response Deadline: February 19, 2026, by 1700 EST.
  • Questions Deadline: Questions were due by January 23, 2026, 1200 EST.
  • Submission Instructions: Unclassified responses should be sent to ST_Proposal_INBOX@dodiis.mil with the subject "Artificial Intelligence TEVV RFI." For Controlled Unclassified Information (CUI)/For Official Use Only (FOUO), request a secure file transfer link. Classified responses follow NSA ARC instructions.
  • Response Template: Respondents should use the provided "Questions_and_Answers_Template_RFI.xlsx" and can include a cover page. Diagrams and graphics should be inserted into the Excel file.
  • Contact: ST_Proposal_INBOX@dodiis.mil

Additional Notes

Submitted information will be used for acquisition planning, capability assessment, and strategic roadmap development. DIA has not planned an industry day at this time and does not intend to limit future solicitations to RFI respondents.
