Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the non-personal services required to support worldwide Life-Cycle Contractor Support (LCCS) for the Artillery and Chemical Training (ACT) program. The goal is to provide integrated, one-stop, world-wide Performance Based Logistics (PBL) for Mission Command Collective Training (MCCT) and Constructive Intelligence Systems (CIS) Army Training Aids, Devices, Simulators, and Simulations (TADSS) support operations.

• Provide required laborers, materials, consumables, tools, and test equipment.

• Provide supply support, maintenance, and repair support.

• Provide installation/de-installation, fabrication, operation, transportation, and relocation.

• Provide engineering modification and development.

• Maintain TADSS and the Material Support Package (MSP) in a fully operational condition throughout CONUS and OCONUS.

• Supported TADSS categories include Air Defense Artillery (ADA), Field Artillery (FA), Chemical (CM), and Other TADSS.

• Future requirements may include contractor tasks for disposal, relocation, modification, or addition of TADSS, as well as activation or deactivation of manned sites.

• Contractor Performance Factor (CPF) for Class "A" (On-site), "B" (Mail-In), "C" (Remotely Located Stationary), and "D" (Beyond Economical Repair) TADSS.

• Timeliness of Response and Repair Time standards for various TADSS classes.

• Mean Time Between Failure (MTBF) for applicable devices.

• Twenty-Four Hour Telephonic Support and Remote Support requirements.

• Readiness Checks performed 60 minutes prior to the beginning of Contracted Mission Time (CMT).

• Worldwide support, including CONUS and OCONUS locations.

• Period of Performance (PoP) may begin during a divestment of fielded TADSS.

• Non-Personal Services contract.

• Contractor shall provide a Program Management Office (PMO) and a Management Information System (MIS).

• Security requirements include background checks, Common Access Card (CAC) issuance, and potential SECRET security clearances.

• Cybersecurity and Information Assurance (IA) training and certification are mandatory.

• Anti-Terrorism/Operations Security (AT/OPSEC) training is required.

• Compliance with applicable laws, regulations, and policies (Federal, state, local, host-nation).

• Contractor shall manage and maintain the Government-provided configuration baseline.

• Implement and maintain an ISO 9001:2000 compliant Quality Control Plan (QCP).

• Logistics support includes supply management, transportation/shipping, government facilities, and storage.

• Contractor shall maintain a warranty file for Contractor Acquired Property (CAP).
