Performance Work Statement (PWS)

This PWS outlines the requirements for asbestos abatement services for the inactive steam system at Tobyhanna Army Depot (TYAD). The contractor will be responsible for the removal, air monitoring, analysis, and disposal of Asbestos-Containing Material (ACM).

• Removal of approximately 400 linear feet of piping insulation and 5 steam heater units containing ACM.

• Performance of asbestos abatement in accordance with federal, state, and local regulations (29 CFR 1926.58, 40 CFR 61, Subparts A and M).

• Provision of all necessary personnel, equipment, supplies, and supervision.

• Conducting air monitoring and analysis.

• Proper containment, labeling, transportation, and disposal of asbestos waste at an EPA-approved landfill.

• Abatement work must meet all specified standards and regulations.

• Work Plan submission within five business days of award for approval.

• State notification submission at least ten business days prior to work commencement.

• Waste disposal manifests required within 30 days of transportation.

• Clearance criteria met by Polarized Light Microscopy.

• Period of Performance: 180 days.

• Place of Performance: Tobyhanna Army Depot, Tobyhanna, PA 18466.
