The U.S. Army Corps of Engineers, Pittsburgh District, requires a contractor to perform asbestos-containing material (ACM) and lead-based paint abatement at the West View Dining Facility (DFAC) located at 100 Valley Hi Drive, Pittsburgh, PA. The contractor shall remove and dispose of approximately 175 linear feet of asbestos pipe insulation, 12 square feet of asbestos flue insulation, 1,440 square feet of asbestos floor tile and mastic, and 1,000 square feet of cementitious panels. Additionally, lead-based paint will be abated from approximately 2,800 square feet of exterior surfaces and 4,800 square feet of interior surfaces, including walls, doors, windows, and ceilings, with inspection and abatement of 200 square feet in the boiler room. The contractor will apply encapsulating sealants and a finish coat of paint to the treated areas, decontaminate all personnel and equipment, and transport waste to an EPA-approved disposal facility. The work must comply with all applicable OSHA, EPA, and Army regulations, including 40 CFR Part 61 (NESHAP), OSHA asbestos and lead standards, and EM 385-1-1 safety requirements. The project must be completed within 60 calendar days from issuance of the Notice to Proceed, with work conducted during normal business hours.
