This solicitation seeks proposals for wireless services and devices to support Aviation Support Detachment (ASD) Guam, Aviation Intermediate Maintenance Detachment (AIMD) Guam, and Helicopter Sea Combat Squadron TWO-FIVE (HSC-25) personnel worldwide. The services include cellular phones, internet, roaming, text messaging, voicemail, and caller-ID.

• Provision of 19 wireless communication devices capable of secure, encrypted voice/SMS/MMS/data transmissions.

• Unlimited voice, SMS, MMS, and data services.

• Support for U.S. Navy's Microsoft 365 FlankSpeed cloud environment, including secure encrypted email and centralized management via a web-based portal and Mobile Device Management (MDM) solution.

• Devices must be compatible with a modern, actively supported mobile operating system receiving timely security patches.

• Specific device requirements include 11 phones with unlimited local and international plans, and 8 phones with unlimited local plans. All devices require Guam exchange numbers and must include 911 and Local Number Portability (LNP) surcharges.

• Services must be continuous and uninterrupted.

• No charges for activation/deactivation during phase-in.

• Unlimited voice calling at fixed monthly rates for calls within the US, its territories, and international countries.

• No separate roaming charges for voice services.

• Maintenance of system and equipment to quality assurance standards, with user training provided.

• Notification of planned service outages two business days prior.

• Blocked services include 1-900 and collect calls.

• Devices must be new, non-refurbished, carrier unlocked smartphones with at least 128GB storage.

• Associated accessories (chargers, protective cases) are required.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance:

  • Base Year: 15 May 2026 - 14 May 2027
  • Option Year 1: 15 May 2027 - 14 May 2028
  • Option Year 2: 15 May 2028 - 14 May 2029

• The contract includes an option to extend services (FAR 52.217-8) for up to 6 months and an option to extend the term of the contract (FAR 52.217-9) for a total duration not to exceed 42 months.

• Offerors must submit:

  • Completed SF 1449 (Page 1).
  • Attachment (A) Price Sheet and a separate firm-fixed-price quote with a price breakdown.
  • Technical description of services and devices.

• Quotations must be submitted via email to Cynthia Cruz and Patrick Collins.

• Emails exceeding 10 MB will not be received.

• Quotes must remain valid for a minimum of 60 calendar days.

• Questions must be submitted via email no later than 3 calendar days before submissions are due.

• Evaluation factors include Price, Technical, and Past Performance. Technical and past performance, when combined, are approximately equal to price.

• This acquisition is set aside for Small Business.

• NAICS Code: 517112, Size Standard: 1500.

• The solicitation incorporates FAR clauses by reference, including 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation-Commercial Products and Commercial Services).

• Payment will be made via Wide Area WorkFlow (WAWF).

• Inspection and Acceptance will occur at the destination, with criteria detailed in the PWS.
