Quick Summary
The USDA Forest Service has issued a combined synopsis/solicitation for a research project titled "Assessment of Title Complexity Associated with Informally Owned Real Property." This initiative examines how informal homeownership (heirs' property) restricts access to HUD Community Development Block Grants for Disaster Relief (CDBG-DR) in communities impacted by Hurricanes Helene and Milton. Quotes are due February 5, 2026.
Scope of Work
The contractor will analyze informal property ownership in four specific regions: Asheville, NC (Buncombe County); Tampa, FL (Hillsborough County); Greenville, SC (Greenville County); and Atlanta, GA (City limits). Key tasks include:
- Identifying informal properties using indicators in parcel records (not broad-scale title searches).
- Categorizing levels of title informality and determining the legal costs required to formalize titles.
- Conducting 12 specific title searches (3 per location) to develop legal opinions on complexity.
- Developing an Informal Property Database and GIS heat maps compatible with ArcGIS Pro.
- Producing 12 legal memos and a comprehensive academic paper (max 100 pages) on property ownership and disaster recovery.

Key personnel must include a Project Administrator with a law degree and at least 5 years of experience in real property and heirs' property title clearance.
Additional Notes
This is a new requirement with no incumbent. The contractor is responsible for sourcing all datasets; the Forest Service will not provide data. GIS mapping must provide precise geospatial locations, though data will be obscured for external sharing.
