Key Requirements & Evaluation
Offerors must provide a quotation for 8 EA (updated from 7 EA) and propose a Repair Turnaround Time (RTAT), with a government-requested RTAT of 90 days. Quotes must include unit price, total price, and RTAT. If the proposed RTAT exceeds 90 days, capacity constraints must be explained. Government Source Inspection (GSI) is required. Freight is FOB Origin, handled by Navy CAV or Proxy CAV.
A price reduction will be incurred for failure to meet the required RTAT due to unexcusable contractor delay; offerors must propose a price reduction amount per unit per month, up to a maximum. Quotes should also include T&E fees for Beyond Repair (BR/BER) assets and new unit pricing for comparison. Crucially, only authorized distributors of the original manufacturer will be considered, and proof of authorization on company letterhead is required with the offer.
