This document is a combined synopsis/solicitation for commercial products or services, specifically for Motorola Astro P25 Land Mobile Radio (LMR) System Support. It is issued as a Request for Quotation (RFQ) under FAR Part 12. The acquisition is a 100% total small business set-aside.

• Motorola Astro P25 Land Mobile Radio (LMR) System Support for a Base Period, Option Period 1, and Option Period 2.

• Detailed requirements are specified in Attachment #2 - Statement of Work.

• Applicable Provisions and Clauses are in Attachment #3.

• Delivery and acceptance dates, and FOB point, are in the attached Specifications document.

• The contract will be a firm-fixed-price purchase order.

• The period of performance includes a Base Period and two Option Periods.

• Due Date for Quotations: Electronic quotations must be submitted via email to lia.arthofer@nist.gov no later than 2:00 PM Mountain Standard Time on 05/01/2026.

• Inquiries: Questions must be submitted in writing to lia.arthofer@nist.gov by 04/27/2026. Responses will be provided in an amendment.

• Quotation Preparation: Quotations must be divided into three volumes: Technical Quotation, Price Quotation, and Terms and Conditions.

• Evaluation Factors: Award will be based on the most advantageous offer considering price and non-price factors. Non-price factors include Technical Capability, Experience, and Past Performance. The government may award without discussions based on initial quotes.

• This acquisition is a 100% total small business set-aside.

• Offerors must possess an ACTIVE registration in the System for Award Management (SAM.gov) at the time of quotation submission and until contract award.

• NAICS Code: 517121 (Telecommunications resellers) with a small business size standard of 1,500 employees.

• This solicitation is brand name only for Motorola.

• Quotations must be firm-fixed-price.

• Shipping and Delivery costs must be included in the quotation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide continued support for the Motorola P25 ASTRO Land Mobile Radio (LMR) system and associated mobile and portable radios, enabling the Public Safety Communications Research (PSCR) Division to conduct in-depth research, development, testing, and evaluation of LMR and LTE systems and interoperability scenarios.

• Preventive maintenance for infrastructure, fixed network equipment, and subscriber devices.

• Assistance in identifying replacement components from secondary markets.

• Remote technical support.

• Dispatch service and on-site infrastructure response.

• Response times for service requests based on severity (catastrophic failure, operational degradation, minor performance issues).

• Deliverables include System Preventive Maintenance Reports and Mobile and Portable Radio Preventive Maintenance Reports.

• Acceptance of deliverables within 15 days of receipt.

• Base Period: Twelve (12) months After Release of Order (ARO).

• Option Periods: Two (2) additional twelve (12) month periods.

• Place of Performance: NIST campus in Boulder, Colorado (Building 3 Second Floor CTL Innovation Lab and Green Mountain RF site).

• Regular Business Hours: Monday through Friday, 8:00 am to 5:00 pm Local Time.

• Contractor must provide all safety-related equipment and training, including Personal Protective Equipment (PPE).

• Contractor personnel must comply with NIST identification and access requirements, including background investigations and PIV cards (HSPD-12).

• Contractor employees must register vehicles with the NIST Security Office.

• Contractor must provide required health hazard assessments and medical evaluations.

• Contractor must ensure PII information is protected.

• Contractor must comply with applicable OSHA, state, and local regulations.

• Specific performance tests may be conducted by NIST to verify system performance.

Statement of Work (SOW)

• Contractor must provide all safety-related equipment, including Personal Protective Equipment (PPE).

• Contractor must provide safety-related training required by applicable OSHA, state, and local regulations.

• Contractor personnel must comply with Homeland Security Presidential Directive (HSPD)-12 requirements for physical and logical access to NIST facilities and systems.

• Contractor employees must obtain a background investigation commensurate with their position sensitivity designation.

• Contractor employees must comply with NIST identification and access requirements, including wearing a visible identification badge.

• Contractor employees must register their vehicles with the NIST Security Office.

• Service Level Agreement (SLA) for response times based on severity of issue (Catastrophic failure, Operational degradation, Minor performance issues).

• Deliverables include System Preventive Maintenance Report and Mobile and Portable Radio Preventive Maintenance Report.

• NIST will conduct inspection and acceptance of work, with the right to perform performance tests and evaluations.
