Additional Notes

The justification for sole source is based on UFA Inc. being the sole provider of the ATCoach radar simulation software and equipment, which is specifically designed for and currently in use by the FAA's STARS program. Utilizing alternative ATC radar simulation software would necessitate extensive, costly, and time-consuming development, integration, and joint FAA/DoD re-certification, potentially jeopardizing training and operational readiness. A previous Sources Sought notice posted on SAM.gov (March 26, 2026 - April 2, 2026) yielded no additional vendors capable of meeting this requirement. UFA Inc. is the sole manufacturer with no authorized distributors. For future awards, the 334 TRS and 81 CONS plan to verify with the FAA and industry for compatible new systems.
