Request For Information (RFI)

This RFI is issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for market research purposes, in accordance with FAR Part 10. The ATF is seeking to identify qualified small business concerns (including 8(a), SDVOSB, HUBZone, and WOSB/EDWOSB) capable of providing comprehensive storage, transportation, and disposal services. This RFI is for planning purposes only and is not a Request for Proposal (RFP) or Quote (RFQ). Responses will not be considered offers, and the government is under no obligation to award a contract as a result of this RFI.

• Secure Storage: Climate-controlled warehouse space for assets in Conex containers.

• Facility Security: Gated and alarmed facility with internal/external surveillance cameras.

• Access Control: Strictly regulated entry with a documented sign-in log.

• Staffing & Equipment: Warehouses staffed during business hours with a forklift and certified operator.

• Rapid Deployment: Ability to secure a compliant warehouse location anywhere in the U.S. within 72 hours of a request.

• Logistics & Transport: Capability to provide secure transportation for seized assets.

• Specialized Disposal: Ability to provide certified disposal services for seized tobacco products.

• Respondents should provide information on their company's capabilities, past performance, contract numbers, scope of work experience, incumbent capture, staffing, benefits, NAICS codes, socio-economic certifications, and contract vehicles.

• Specific questions are provided regarding Program Management, Security and Compliance, Operations and Maintenance, and Place of Performance.

• Questions regarding the RFI are due by 4:00 PM ET on Friday, March 13, 2026.

• RFI responses are due by 4:00 PM ET on Friday, March 20, 2026.

• The ATF is specifically seeking to identify qualified small business concerns, including 8(a), SDVOSB, HUBZone, and WOSB/EDWOSB.

• This is a market research tool; ATF is not seeking proposals at this time and will not accept unsolicited proposals.

• No reimbursement will be made for costs associated with providing information.

• All submissions become government property and will not be returned.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) establishes procedures for a contractor to provide transportation, storage, and disposal of property/evidence services to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

• Services: Packaging, loading, shipping, transporting, securing, managing life cycle, inventorying, and disposing of property items.

• Storage: Includes administrative and full custody storage, general indoor storage, and climate-controlled storage. Hazmat storage is also covered.

• Disposal Methods: Online auction, destruction (crushing, burning, detonation), official use by an authorized agency, or release to lien holder, claimant, or owner.

• Sales: Contractor must be able to perform online auctions and sealed bid sales, including advertising and managing viewing periods.

• Access: Storage facilities must be accessible between 8:30 AM and 5:00 PM, Monday-Friday, excluding Federal holidays, with 24/7 point of contact for access.

• Reporting: Loss, theft, or damage must be reported within 24 hours to the COR. Asset theft/vandalism must be reported to local police and COR within 24 hours.

• Tracking: Contractor must maintain an electronic tracking system for all property.

• Insurance: Contractor must maintain insurance commensurate with inventory value and name ATF as an additional insured.

• Location: Contractor facility must be located within the continental United States, ideally within 30 miles of ATF field offices requiring storage services.

• Transition: Contractor must be fully equipped and ready to begin performance within 30 calendar days after award.

• Facility: Indoor facilities require motion sensors and alarm contacts on entry points, with limited physical and visible access to approved personnel only. A detailed physical security plan is required.

• Staffing: Contractor must provide personnel, equipment, tools, materials, and services necessary to fulfill the SOW.

• Prohibited Bidders: Specific individuals and entities are prohibited from purchasing forfeited property, including defendants, DOJ employees without a waiver, and those with insider knowledge.
