This Total Small Business Set-Aside opportunity seeks to identify qualified small businesses capable of providing comprehensive transportation, storage, and disposal of property/evidence. RFI responses are due by March 20, 2026.
Purpose
This RFI is for planning purposes only, issued in accordance with FAR Part 10, to identify qualified small business concerns (including 8(a), SDVOSB, HUBZone, and WOSB/EDWOSB) for potential future requirements. It is not a Request for Proposal (RFP) or Quote (RFQ), and responses will not be considered offers.
Scope of Work
The ATF requires services for the transportation, storage, and disposal of property and evidence. This includes:
- Logistics: Packaging, loading, shipping, transporting, and securing property items.
- Storage: Providing administrative, full custody, general indoor, climate-controlled, and Hazmat storage. Facilities must be within the continental U.S., ideally within 30 miles of ATF field offices, and accessible Monday-Friday (8:30 AM - 5:00 PM) with a 24/7 point of contact.
- Disposal: Managing the life cycle of property, inventorying, and disposing of items through online auctions, destruction (crushing, burning, detonation), official use by authorized agencies, or release to lien holders/owners. The contractor must be able to perform online and sealed bid sales, including advertising and viewing periods. Specialized disposal services for seized tobacco products are also required.
Key Requirements / Capabilities Sought
Respondents should demonstrate capabilities in:
- Secure Storage: Providing climate-controlled warehouse space for assets in Conex containers, with gated, alarmed facilities, internal/external surveillance, and strictly regulated access control.
- Rapid Deployment: Ability to secure a compliant warehouse location anywhere in the U.S. within 72 hours of a request.
- Staffing & Equipment: Warehouses must be staffed during business hours with a forklift and certified operator.
- Security & Tracking: Maintaining an electronic tracking system for all property. Facilities require motion sensors, alarm contacts on entry points, and a detailed physical security plan. Loss, theft, or damage must be reported within 24 hours.
- Insurance: Maintaining insurance commensurate with inventory value, naming ATF as an additional insured.

Respondents should provide information on their company's capabilities, past performance, contract numbers, scope of work experience, incumbent capture, staffing, benefits, NAICS codes, socio-economic certifications, and contract vehicles. Specific questions are provided in the RFI regarding Program Management, Security and Compliance, Operations and Maintenance, and Place of Performance. Submissions should be sent via email.
