The U.S. Government is seeking to enter into an agreement for Photography and Videography Services for the U.S. Embassy in Athens, Greece, on an as-needed basis.

• Capture high-resolution photographs during events and meetings (indoor and outdoor).

• Deliver edited, high-resolution images within 2-12 hours of the event via a digital sharing link.

• Record high-quality video footage during events and engagements, ensuring professional composition and sound quality.

• Edit video footage to produce polished, professional-level videos suitable for public use, if required.

• Use professional-grade photography and videography equipment.

• Services may be required after hours (after 5:00 PM) and on weekends.

• The vendor must possess skills for diverse shooting circumstances, including low-light and dynamic environments.

• Type: Blanket Purchase Agreement (BPA).

• Period of Performance: Two (2) years.

• Estimated Value: The Embassy estimates the volume of purchases will be €25,000.00 or equivalent in USD.

• The Embassy is not obligated to purchase any definite amount.

• No single purchase will exceed €1,500.

• Quotations must be submitted electronically via email to Athensoffers@state.gov.

• Subject Line: "Quotation 19GR1026Q0015 Enclosed".

• Deadline: On or before March 5, 2026, 14:00 noon (Athens Time).

• Format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf).

• File Size: Must not exceed 25MB per file; multiple files allowed if necessary.

• Award Basis: To the responsible company submitting an acceptable quotation at the lowest price. Discussions may be held if needed.

• Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submission.

• Questions must be submitted in writing to AthProcurement@state.gov no later than January 25, 2026, 12:00 hours local time.

• The following documents must be submitted for consideration: SF-18, Attachment 1 (Pricing List), additional information as required, Section 5 (Representations and Certifications), and Proof of SAM Registration.

• This solicitation is not ready to be issued as of this date. The Embassy will launch the solicitation on the SAM.gov website when available.

• Response date to be provided in the RFQ.

• All contractors must be registered in the SAM (System for Award Management) Database prior to submitting an offer.

• Electronic responses are allowed.

• Quotes must not be larger than 25 MB and may only contain .zip and .pdf formats. The Department server may block other formats, files, and attachments, including external links to Cloud storage.

• If file size exceeds 25MB, submissions must be made in separate files attached to separate emails, each less than 25MB.
