Quick Summary
The Department of Homeland Security (DHS), specifically the Transportation Security Administration (TSA), is seeking proposals for Atlanta Firing Range Services under Request for Quotation (RFQ) 70T05026Q6115N003. This opportunity is for an established live-fire firearms range to support mandatory quarterly qualifications and training for DHS Atlanta Field Office personnel. The acquisition is unrestricted, with proposals due by April 24, 2026, at 10:00 AM Local Time.
Scope of Work
The requirement is for the use/rental of an existing, established firing range, not for construction. The range must be located within 35 miles of East Point, GA (between Centre Pkwy and Camp Creek Pkwy), accessible within a one-hour drive. Key specifications include:
- Facility: One all-weather live-fire range with at least 12 firing points, a fully concreted surface with distinct shooting positions (1.5, 3, 7, 15, 25-yard lines), a firearms cleaning area, secure storage, parking for up to 25 vehicles, male/female restrooms, a dedicated securable storage unit for DHS, electrical outlets, and a public address system. A classroom facility with a whiteboard is also required.
- Operations: The range must be closed to the public during DHS use, accommodate low light/night fire drills, and support various target sizes and all handgun calibers, including frangible ammunition for steel targets. Range rules must not restrict movement between firing points, drawing from holster, multiple/rapid-fire drills, or tactical move-and-shoot exercises.
- Compliance: Strict adherence to applicable local, state, and federal regulations, particularly OSHA lead exposure standards (29 CFR 1910.1000, 1910.1025, 1910.145). Vendors must submit their most recent lead testing results and/or OSHA compliance certification with their proposal. The contractor is responsible for contaminant disposal.
- Usage: Anticipated usage is approximately 80,000 rounds per quarter, with pricing required for a minimum of 120 days per year. DHS personnel will have priority scheduling with 30 days' advance notice.

Award will be made using a Lowest Price Technically Acceptable (LPTA) selection process. Evaluation factors are:
- Technical Acceptability: Rated "acceptable" or "unacceptable" based on meeting all SOW criteria.
- Past Performance: Rated "acceptable" or "unacceptable." Unknown past performance is considered "acceptable." The Government will use public and restricted sources (e.g., CPARS) for evaluation; quoters are not required to submit references.
- Price: Analyzed for reasonableness but not rated. The Government will evaluate quotes sequentially from lowest price, stopping once an acceptable quote is found. Initial quotes should represent the quoter's best terms. Required Submissions: Completed Pricing schedule, Acknowledgment of SOW requirements, Most recent Lead Testing results (OSHA), Applicable fill-in clauses/provisions, and Subcontractor Agreement (if applicable).
