Statement of Work (SOW) / Performance Work Statement (PWS)

To secure and sustain the construction site at the Atlanta Job Corps Center, preventing theft, damage, or deterioration of real property and equipment. The contractor will maintain the site, conduct weekly NPDES inspections and reporting, and manage existing sediment and erosion control measures.

• Provide 24/7/365 security services for a 25-acre construction site.

• Two guards: one at the north entrance to control and log visitors, and one mobile guard for patrols and securing the south entrance. Guards are not required to be armed.

• Control access to the campus, limiting entry to DOL-approved personnel with valid identification. Maintain entry/exit logs.

• Protect stored Government-owned materials and equipment (in containers and Buildings B, D, E, F, H, J, K, L, M) from weather and damage is NOT required.

• Maintain temporary fencing around the site perimeter 24/7.

• Maintain existing sediment and erosion control measures in accordance with Georgia NPDES requirements.

• Conduct weekly inspections and monthly reporting for NPDES compliance.

• Provide mosquito control services from March through October.

• Perform general custodial and grounds clean-up to remove debris and maintain appearance.

• Cut grass and trim to a height of 2"-3", including trimming around obstacles and within 12" of fences. Remove weeds and small plants from specific building footprints.

• Provide an 8'x24' office trailer with furnishings and connect to temporary electric power.

• Provide a portable toilet with handwash and paper towel dispenser, serviced regularly.

• Act as agent for payment of all utility bills (temporary electrical, water, internet) on behalf of Job Corps.

• Provide a daily report (electronically) to the COR with site conditions, activities, photos, security logs, and observations.

• Weekly NPDES inspections and monthly reporting.

• Daily reports to COR.

• Grass cutting to a finished height of 2"-3".

• Period of Performance: 180 calendar days (6 months) with one (1) 90-day option period.

• Place of Performance: Atlanta Job Corps Center, 4850 Washington Road, South Fulton, GA, 30349.

• Key Personnel: Project Manager with 10 years of experience in facilities and personnel management.

• Transition Period: 30 calendar days for coordination with the departing contractor.

• Pricing: A $50.00 per month allowance for minor fence repairs and maintenance. A $500.00 per month estimate for utility costs.

• Deliverables: Work plan, protection maintenance plan, Visitor Log (PDF), and Daily Report.

Evaluation will consider: Technical Approach, Caretaker Services Contract Experience, Safety and Quality Control, Past Performance, and Price. Technical factors (combined) are considered equal and greater than price.

• This acquisition is a Total Small Business Set-Aside.
