Problem Statement & Objectives
The ATR faces significant challenges with the rapid growth and complexity of litigation data, limited advanced analytics capabilities, inefficient data processing workflows, gaps in data-driven decision support, and underutilization of modern data technologies. The Division seeks to establish an enterprise-wide data management, analytics, and AI capability.
Key objectives of this RFI include:
- Identifying platforms capable of large-scale data ingestion, processing, and analysis of structured and unstructured data.
- Evaluating Artificial Intelligence/Machine Learning (AI/ML) enabled capabilities for economic analysis, pattern detection, and litigation support.
- Understanding vendor approaches to security, compliance, and data governance within a government environment.
- Assessing integration capabilities with the Agency’s existing Azure-based cloud infrastructure.
- Gathering information on performance, scalability, operational efficiency, deployment models, cost structures, licensing, and vendor experience in public sector implementations.
Vendor Response Requirements
Vendors must submit a complete response including:
- Response to Business, Functional, and Non-Functional Requirements (Appendix A): Use the provided template to indicate support levels (Fully/Partially/Not Supported) and capability levels (Out-of-the-Box, Configurable, Custom Development Required, Not Available).
- Pricing Model and Cost Structure (1-2 Pages): Provide an overview of the pricing model, key pricing drivers, licensing structure, Rough Order of Magnitude (ROM) for professional services, and any additional costs.
- Experience and Case Studies: Submit at least three (3) case studies demonstrating direct experience supporting government agencies in implementing data analytics solutions (max 1 page each). Identify any experience with other DOJ components.
- Contracting Vehicle Eligibility: Indicate approval under GSA or SEWP, specifying applicable contract vehicles and classification groups.
