Justification for Other Than Full and Open Competition

This document justifies the acquisition of "ATTENUATOR, VARIABLE" (NSN 5985-01-537-9249, PN 11481069) on a sole source or limited competition basis, rather than through full and open competition. The acquisition is for 50 each.

• Contract Type: Firm Fixed Price (FFP), One Time Buy (OTB).

• The contract will not include an option.

• The total estimated dollar value of this acquisition is not explicitly stated but falls within the approval level of "over $750,000 not exceeding $15,000,000."

• Statutory Authority: 10 U.S.C. 3204(a)(1) - Available from only one or limited number of sources.

• The acquisition will be synopsized on or about May 30, 2025.

• Firms requesting a solicitation copy will be provided one.

• Efforts are being made to encourage future solicitations by directing firms to a source approval website.

Solicitation / RFP / RFQ

This solicitation is for the procurement of "ATTENUATOR, VARIABLE" (NSN: 5985-01-537-9249, Mfr Part Number: 11481069) from General Microwave Corporation (CAGE Code 11332). This is a sole-source requirement under FAR 6.302-1(a)(2).

• First Article (FA) Test: Required for one unit. Testing begins 360 days After Contract Award (DACA) and ends 390 DACA. The First Article Test Report is due 405 DACA. The Government has 30 days to approve/disapprove the test report.

• Production Quantity: 49 units.

• Packaging and Marking: Must comply with MIL-STD-129. All wood packaging material (WPM) must be ISPM-15 compliant.

• Item Unique Identification (IUID): Required per DFARS clause 252.211-7003.

• Technical Data Package (TDP): Will be provided via the DOD SAFE site and contains export-restricted technical data. Offerors must have an active Joint Certification Program (JCP) certification to access this data.

• Contract Type: Firm Fixed Price, Single Purchase Contract (SPC).

• Period of Performance: Delivery of production units is 525 Days After Contract Award (DACA).

• Proposal Submission Deadline: December 19, 2025, at 05:00 PM local time.

• Evaluation Criteria: Proposals will be evaluated for technical acceptability and price reasonableness. Proposals rated "Unacceptable" technically or with materially unbalanced pricing may be rejected. Cost and Pricing Data is required per FAR 15.4.

• Sole Source: Restricted to General Microwave Corporation (CAGE Code 11332).

• Accelerated delivery is encouraged at no additional cost to the Government.

• Funds will be obligated/cited upon issuance of each delivery order.
