This is a combined synopsis/solicitation for commercial items, specifically requesting quotes for Utility Vehicles (UTVs) for Haskell Indian Nations University (HINU). The government anticipates awarding a single Firm Fixed Price purchase order.

• Contract Type: Single Firm Fixed Price purchase order.

• Period of Performance: Approximately May 1, 2026, to September 28, 2026.

• Delivery Date: Approximately September 28, 2026.

• Quote Due Date: May 19, 2026, no later than 2:00 p.m. Daylight Savings Time.

• Submission Method: Quotes must be submitted via electronic mail to jeff.morris@bie.edu.

• Evaluation: The Government will award a firm fixed price purchase order to the responsible quoter whose quote, conforming to the solicitation, is the Lowest Price Technically Acceptable (LPTA).

• Non-Price Quote Requirements: Technical Specifications, Past Performance (if available), and Attachments 2 and 3.

• Pricing: Must be firm-fixed price, inclusive of all associated costs (taxes, delivery, freight).

• Set Aside: 100% for Indian Small Business Economic Enterprises (ISBEEs).

• NAICS Code: 336999 – All Other Transportation Equipment Manufacturing.

• Small Business Size Standard: 1,000 Employees.

• Required Forms: DIAR Provision 1452.280-4 (Indian Economic Enterprise Representation) must be completed and returned with the quote. Attachments 2 and 3 are also required.

• The solicitation incorporates numerous FAR and DIAR clauses by reference. Offerors are advised to review these clauses carefully.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP).

This document supplements the DIAR 1452.280-2 Notice of Indian Economic Enterprise (IEE) set-aside. It outlines specific requirements for offerors responding to Solicitation# 140A2326Q0104.

Offerors must provide the following:

• Subcontracting Limitations: A description of the percentage of work/costs to be provided by the offeror over the contract term, as required by section 1452.280-3. Options include:
  • No subcontracting required.
  • Subcontracting required, and the firm is a responsible IEE.
  • Subcontracting to a non-IEE firm, with a specific breakdown of percentages for supplies and services (e.g., 30% subcontracted, 70% performed by offeror). Note: The subcontracting limitation for supplies and services is 50%, and for construction, it can be up to 75% for special trade contractors and 85% for general construction.
• Key Personnel Qualifications: If Key Personnel are required (i.e., the Contracting Officer did not check the box indicating they are not required), offerors must list the Name and Title of assigned Key Personnel. If not required, "N/A" should be indicated.

Offerors must provide written assurance to the Contracting Officer (CO) that they are and will remain in compliance with the requirements of this clause. This assurance is required before the Buy Indian contract is awarded and again upon successful and timely completion of the contract, before the CO accepts the work or product.

Failure to provide the information required in paragraphs (c) and (d) may result in the offer being deemed non-responsive and rejected.

Offerors may use the provided form in lieu of a separate response for these requirements.
