Purpose & Scope
This notice aims to solicit information and products necessary to qualify items for the APEL, providing military users with a variety of choices. Qualified products will be added to the APEL and become eligible for future acquisitions. The qualification process is estimated to take approximately 10 months due to extensive testing. Products must meet MIL-PRF-32432A performance specifications, incorporating recent amendments.
Submission Requirements
Manufacturers are limited to submitting no more than four (4) permanent items (spectacle/goggle combination), one (1) cold weather goggle, one (1) Rapid Light Adaptive Eyewear (RLAE), and one (1) provisional item. Submissions must include:
- A written proposal (max 20 pages).
- Physical samples (Package A due with proposal, Package B held by offeror).
- Test data from approved independent labs (COLTS, ICS) or Aberdeen Test Center (ATC).
- Summary of facilities, production capabilities (5,000+ monthly), and Quality Management System (QMS).
- Compliance certifications for Buy American Act (BAA), Trade Agreement Act (TAA), and Berry Amendment.
- Past performance information.
- Pricing under separate cover.
Key technical requirements include:
- Compliance with MIL-PRF-32432A (including updated ANSI Z87.1-2020, adhesion test, elongated FSP ballistic testing, and insect repellent testing).
- Interchangeable clear and sunglass lenses.
- Sizing to accommodate 5th to 95th percentile male and female.
- Flame-resistant protective sleeves for goggles are desired.
- Option for QR code instead of physical instruction booklet.
- Flexible APEL logo display on packaging.
Evaluation Factors
The Government will evaluate offers based on Technical Compliance (including quality assurance) and Past Performance, which are of equal importance. Offerors deemed high-risk or with technically unacceptable products will not be included on the APEL. Successful products require a configuration management package within 30 days of notification and ongoing recertification every two years, with periodic test data submissions every six months.
