• Description of Requirement: The 5th Force Support Squadron (5 FSS) needs comprehensive equipment replacement and maintenance for the Auto Hobby Shop at Minot Air Force Base, ND. This includes demolition and disposal of existing equipment, supply, delivery, and installation of:
  • Two (2) 10,000-pound, 2-post lifts (Forward DP10A or equal)
  • One (1) 14,000-pound, 4-post lift (Forward CR14 or equal)
  • Two (2) digital wheel balancers (Bosch 32.5-inch and 47.25-inch or equal)
• Maintenance Plan: A five-year lifecycle maintenance plan (base year + 4 option years) is required, including annual ALI certified inspections, calibration, and a protocol for unscheduled repairs.
• Brand Name Justification: The current Forward Lift models (DP10A and CR14) are familiar and have met operational needs. Bosch Tire Balancers were identified on GSA Advantage as a benchmark.
• Competition Efforts: The requirement will be solicited as "brand name or equal" to allow for equivalent models that meet performance standards. The Request for Quotation will be posted on SAM.gov.

This document clarifies that while specific brand names are mentioned (Forward Lift, Bosch), the solicitation will accept equivalent models that meet the stated performance requirements. Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and install new automotive vehicle lifts and wheel balancers at the Auto Hobby Shop at Minot AFB, North Dakota, to replace inoperable existing equipment.

• Remove and dispose of existing car lifts and associated debris and fluids off-base in accordance with environmental regulations.

• Supply, deliver, and install two (2) 2-post asymmetric lifts (minimum 10,000-pound capacity), one (1) 4-post lift (minimum 14,000-pound capacity), and two (2) wheel balancers (specific Bosch or equal models with specified diameter capacities).

• Complete all required electrical and hydraulic connections and calibrate wheel balancers.

• Conduct full operational testing of all new equipment at rated capacity.

• Provide comprehensive user manuals and maintenance documentation.

• Conduct on-site operational training for designated personnel.

• Restore the work area to a clean, operational condition.

• Provide ASI-Certified inspection and lifecycle maintenance, including annual inspections and calibration.

• Place of Performance: Auto Hobby Bldg. 583, 583 Tanker Trail, Minot AFB, ND 58704.

• Base Period (Installation): Within 90 days.

• Maximum Contract Duration (including option periods): Five years and six months.

• Contractor must be certified or authorized by the OEM manufacturer for installation.

• Verify concrete integrity (minimum 4-6 inches thickness, 3,000 PSI compressive strength).

• Comply with Federal, State, and local environmental and safety regulations, including EM 385-1-1, OSHA, and UFC 1-200-01.

• Hazardous waste must be removed and disposed of off-base the same day it is generated.

• Normal working hours are 7:30 AM to 4:00 PM CST/CDT, Monday through Friday, excluding Federal Holidays. Work outside normal hours requires advance approval.

• Contractor is responsible for obtaining necessary base access passes.

• Strict prohibition of weapons, firearms, or ammunition on Minot AFB.

• Hand-held cellular telephones, GPS, and other portable electronics are prohibited while driving on base.

• Tobacco use is prohibited except in designated areas.

• All records are subject to the Freedom of Information and Privacy Act.

• Unscheduled repairs will be handled via a firm-fixed-price (FFP) Service Call CLIN for minor issues (up to $100 in parts), with response within 24 hours and technician arrival within 72 hours. Major repairs exceeding $100 require a separate, quoted Service Order authorized by the Contracting Officer.

• Government will provide utilities at no cost. Storage requires Government approval.

• Contractor is responsible for any damage to government property caused by their actions.
