This solicitation is for the procurement of "AUTOBAG, OEM 2.5MIL, 10IN WIDE X 15IN LONG" bags, to be used in Semi-Automatic Bagger Machines at the Lancaster CMOP facility. The purpose is to enhance prescription fulfillment by packing and mailing medication to veterans.

• Product: AUTOBAG, OEM 2.5MIL, 10IN WIDE X 15IN LONG bags.

• Specifications: White/Silver Coex, vented, 2.5 Mil recycled E-commerce mailer, high integrity side seal (3/16"), Standard Bar 10" corrugated sideplate, 2.5 Mil (2 or 4 rolls/case), 700/Roll. AUTOBAG Brand or equivalent.

• Quantity: Estimated 520 rolls monthly, with an initial order of 260 rolls bi-weekly for a 6-month supply.

• Delivery: Bi-weekly, preferably on the same day of the week. Delivery hours are 6 am to 2:30 pm, Monday through Friday.

• Sample Requirements: At least 3 cases are needed for testing, unless the product is currently used by the CMOP. Samples must be at the Lancaster CMOP by the close of the solicitation. If bidding on the Sealed Air-Autobag brand, an authorized distributor letter is required.

• Contract Period: Base period from 06-15-2026 to 12-15-2026. Option 1 from 12-16-2026 to 06-16-2027. Option 2 from 06-17-2027 to 12-17-2027.

• FOB: Destination.

• Required Documents: Signed SF 1449, completed Price Schedule EXCEL Spreadsheet, authorized distributor letter (if applicable), SAM.gov registration, SDVOSB certification (if applicable), completed Buy American Certificate.

• Evaluation: Offers will be evaluated based on past performance, technical acceptance, delivery, and price. The Government may select an offer other than the lowest price.

• Key Deadlines: Offer Due Date: 05-12-2026, 5 PM CDT. Samples due by the close date of the solicitation.

• This acquisition is set aside for small business (NAICS code 326111, size standard 8(a)).

• An NMR Class Waiver for NAICS code 326111 is being utilized.

• Vendors must be authorized distributors or provide samples.

• Vendors must be registered in SAM.gov.

• SDVOSB certification is required and must be verified via https://search.certifications.sba.gov/.

• Buy American Certificate (52.225-2) must be completed.

• Testing of samples is critical; products not meeting requirements or quality will not be approved.
