Statement of Work (SOW)

To procure one (1) -40°C Automated Viscosity Instrument unit for the Air Force Petroleum Agency's Aerospace Fuels Laboratory (AFPET/PTPLA) to perform testing per ASTM D445 for low temperature viscosity in hydraulic and coolant fluid products.

Purchase, warranty, and shipping of an automatic viscosity instrument capable of performing kinematic viscosity testing at -40°C.

• Must comply with ASTM D445, "Standard Test Method for Kinematic Viscosity of Transparent and Opaque Liquids (and Calculation of Dynamic Viscosity)".

• Capable of maintaining testing temperatures at -20°C and -40°C with an accuracy of +/-0.05°C.

• Thermometer must be removable and calibratable separately.

• Operate on 110-120 V, 50-60 Hz power.

• Benchtop instrument, not exceeding 32 in (W) x 26 in (D).

• Delivered with all necessary accessories for operation down to -40°C.

• Vendor must employ qualified staff for onsite installation, training, and troubleshooting.

• Delivery and onsite installation required within 12 weeks after contract award.

• Ship to: Aerospace Fuels Laboratory, Wright-Patterson AFB OH 45433-7632.

• A Point of Contact (POC) for delivery/installation will be identified in the final awarded contract.

• Minimum one (1) year warranty for all items after receipt under normal and proper use.

• All products must be manufactured in a qualifying country source per DFARS 225.872.

• Products from non-qualifying countries will not be accepted, and associated costs will be at the contractor's expense.

• Vehicles larger than a large pick-up truck require inspection at the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG).

• Specific procedures and exemptions for CVDG entry and resealing are detailed in the document.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for one (1) Automated Viscosity Instrument -40°C. It serves as the sole solicitation, and a separate written solicitation will not be issued. The acquisition is set-aside for small business concerns under NAICS code 334513, with a small business size standard of 750 employees.

• One (1) Automated Viscosity Instrument -40°C.

• Delivery required within 12 weeks after receipt of order (ARO).

• Applicable provisions and clauses are detailed in a separate solicitation attachment.

• Contract type: Request for Quote (RFQ).

• Offerors must complete and return the 'Required Information Sheet'.

• Quotations must include a description/detail of the supply/service; pricing only will not be accepted.

• The Government reserves the right to conduct interchanges, make no award, or cancel the solicitation.

• Evaluation will be based on Technical (Acceptable/Unacceptable) and Price (lowest evaluated price among acceptable offers).

• Offerors agree to hold prices firm for 60 calendar days from the quote due date.

• Purchase of one Automated Viscosity Instrument.

• Includes warranty, shipping, installation, and training.

• Must comply with ASTM D445 and ASTM D2532 standards.

• Capable of maintaining testing temperatures at -20°C and -40°C with an accuracy of +/- 0.05°C.

• Thermometer must be removable for calibration.

• Operates on 110-120 V, 50-60 Hz power.

• Benchtop unit, not exceeding 32 in (W) x 26 in (D).

• Must include all necessary accessories for operation down to -40°C.

• Vendor must provide onsite installation, training, and troubleshooting by directly employed, qualified staff.

• Delivery within 12 weeks after contract award to Wright-Patterson AFB.

• Installation and training to be provided onsite by a qualified technician.

• Minimum one (1) year warranty after receipt, covering defects in material and workmanship.

• All products must be manufactured in a qualifying country source per DFARS 225.872.

• Payment upon submission of a properly prepared invoice after final inspection and acceptance.

• Invoice submission to Wide Area Workflow (WAWF).
