This is a Sources Sought Notice and Industry Day invitation for Automatic Electronic Blood Pressure Monitors for Home-Use and Associated Items. The Department of Veterans Affairs (VA) is seeking information on vendor capabilities, availability, and business practices related to these products. The information gathered will inform future acquisition decisions and potentially lead to a formal competitive solicitation.

Vendors are asked to provide capabilities statements and completed vendor responses addressing Minimum Technical Requirements (MTR) for Bluetooth-enabled Automatic Blood Pressure Monitors (BPM-BTE) for home use. Key MTRs include:

• FDA Premarket Notification 510K clearance.

• Clinical validation for accuracy, equivalent to trained observer methods (ISO 81060-2).

• Automatic upper arm monitor with cuff, capable of multiple daily readings.

• Easy-to-use interface with clear display of systolic/diastolic BP and pulse rate.

• Large, backlit LCD/LED display (diagonal > 3 inches).

• Average reading feature.

• Irregular heartbeat indicator.

• Battery operated with AC adapter option.

• Cuffs compatible with arm circumferences from 16 cm to 44+ cm, with specific sizes offered.

• Latex-free cuff and tubing.

• Memory function for at least 60 readings with date/time stamps.

• Carrying case and a minimum one-year warranty.

• Instruction manuals in English and Spanish.

• Toll-free customer service number.

• Specific requirements for Bluetooth connectivity and compatibility with VA's Share My Health Data (SMHD) app, including a 95% successful data transfer rate.

• Employee Size Standard: 1000 employees

• Industry Day: June 9-11, 2026, at the Denver Logistic Center. One-on-one meetings scheduled for June 9, 2026, starting at 8 AM MDT. Each company allotted one hour.

• Response Deadline: May 28, 2026, 12:00 PM MDT for capabilities statements, vendor responses, and RSVP.

• Submission Method: Electronically to Mr. Brad Geghan (Bradley.geghan@va.gov) and Mr. Bryan Crist (bryan.crist@va.gov).

• Subject Line: "Attention: Automatic Blood Pressure Monitor “RFI – VENDOR NAME HERE”.

• RSVP: Required by May 28, 2026, noon Mountain, including full name, contact info, phone number, and attending personnel.

• Industry Day Team: Primarily clinical/research, business development, IT specialists, software technical experts, and operations personnel with federal government operational expertise. Samples and best practices are encouraged.

Vendors must address their Business Size Classification (SDVOB, 8(a), SDB, Hub, WOSB, EWOSB, Small, or Other) and indicate if they are the Manufacturer or Dealer/Distributor. Registration in SAM.gov and/or SBA.gov Registry is expected.
