Quick Summary

The Department of the Navy, through the Commander Fleet Readiness Centers (COMFRC) Procurement Group, intends to award a sole source contract to DIT-MCO International LLC for one Automatic Wiring Analyzer (AWA) Test Stand. This AWA is required for the E-2D Platform at Fleet Readiness Center Southwest (FRCSW). This notice is not a request for competitive quotes; however, responsible sources may submit a capability statement. Capability statements are due by April 8, 2026.

Scope of Work

The requirement is for one (1) new Automatic Wiring Analyzer (AWA) Test Stand, specifically for the E-2D Platform. The scope includes: manufacture, pre-shipment/Point-of-Origin testing, shipping, rigging, assembly, start-up, testing, commissioning, and training.

Contract & Timeline

  • Type: Intent to Sole Source (FAR 6.302-1, 10 U.S.C. 3204(a)(1))
  • Set-Aside: None (Sole Source)
  • Capability Statement Due: April 8, 2026
  • Published: March 25, 2026

Justification

FRCSW currently utilizes a DIT-MCO produced AWA that employs proprietary Test Assistance II (TA2) software. This software is essential for generating test programs and is used by both DIT-MCO and the E2-D OEM. A DIT-MCO AWA is critical for maintaining data exchange capability and utilizing legacy programs without modification. Furthermore, DIT-MCO offers Random Hookup/reconfigurable technology, allowing for updates based on E2-D OEM improvements.

Action Items

This notice is not a request for competitive quotes. However, all responsible sources are invited to submit a capability statement. Such statements must be received within fourteen (14) calendar days after the publication date (by April 8, 2026). Information provided will be considered solely to determine if a competitive procurement is feasible. The Government retains discretion regarding the decision to compete this requirement.
