Justification for Sole Source
Extensive market research identified Fathom Robotics, Inc. as the only known U.S. source capable of providing the Guerrilla Technologies-RAK system and the specialized training required. Their unique expertise in integrating COTS components and open-source software for autonomous capabilities is critical, and procuring from another source would result in unacceptable risks and schedule delays, jeopardizing mission execution.

The Contracting Officer will determine the price to be fair and reasonable prior to award. NAVSUP FLC Norfolk has no current plans to compete future contracts for these supplies/services but will assess feasibility if other potential sources emerge.
