Quick Summary

The Department of the Navy / NAVSUP Fleet Logistics Center Norfolk has issued a Sole Source Justification for the acquisition of Automation Kits, Installation, and Training Course (COI) for the Naval Small Craft Instruction and Technical Training School (NAVSCIATTS) at Stennis Space Center, MS. This action justifies procuring from Fathom Robotics, Inc. due to their unique capabilities.

Scope of Work

  • Provision of autonomy kits and associated equipment for small to medium-sized patrol boats and outboard motors.
  • Development and delivery of an in-depth Course of Instruction (COI) on integrating the automation kit, including hands-on training, practical demonstrations, and training aids for at least 10 students.
  • Automation kits and equipment will become the property of NAVSCIATTS.

Contract & Timeline

  • Type: Sole Source Justification (under 41 U.S.C. 1901 and FAR 13.501(a))
  • Funding: FY26 Navy Operations & Maintenance (O&MN) appropriations.
  • Published: June 17, 2026

Justification for Sole Source

Extensive market research identified Fathom Robotics, Inc. as the only known U.S. source capable of providing the Guerrilla Technologies-RAK system and the specialized training required. Their unique expertise in integrating COTS components and open-source software for autonomous capabilities is critical, and procuring from another source would result in unacceptable risks and schedule delays, jeopardizing mission execution.

Eligibility / Set-Aside

Not applicable as this is a sole source justification.
