Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Air Force Research Laboratory (AFRL), Sensors Directorate, Multi-Domain Sensing Autonomy Division (AFRL/RYA) has issued a Multiple Authority Announcement (MAA) for Autonomous Decisions, Algorithms, and Modeling (ADAM). This MAA outlines AFRL/RYA's comprehensive strategy to advance Science & Technology (S&T) from basic research to technology maturation and transition. It consolidates various solicitation authorities, with individual solicitations to be released as needed. While no proposals are requested for the MAA itself, specific opportunities will be posted on SAM.gov. The place of performance is Wright Patterson AFB, OH.

Scope of Work

The ADAM MAA covers six primary technical areas for future solicitations:

  • Multi-Domain Sense Making: Developing AI/ML for battlespace decision-making, translating data into usable information.
  • Sensing Autonomy: Managing, exploiting, and controlling ISR assets to support mission success and enable autonomy.
  • Sensing and Effects Analysis: Improving ISR products, mission effects analysis, and weapon assessments using AI/ML and sensor fusion.
  • Multi-Sensing Knowledge: Generating timely, high-confidence behavioral and physical knowledge from denied/difficult targets using multiple sensors.
  • Sensing Management: Orchestrating closed-loop sensing across ISR, Strike, and EW/Cyber mission chains.
  • Behavioral and Physical Knowledge Generation: Focusing on sensor exploitation and autonomy algorithm development from multiple sensor types and domains.

Contract & Timeline

  • Opportunity Type: Multiple Authority Announcement (Solicitation)
  • Contract Instruments: Individual solicitations may utilize FAR-based contracts, grants, cooperative agreements, commercial contracts, or Other Transaction Authorities (OTR, OTP, OTE). Awards are anticipated to be cost reimbursement contracts or expenditure-based OTs.
  • Estimated Value: Specific values are TBD per individual solicitation. However, a solicitation tracker lists examples such as FA2377-25-R-B003 (MAINSAIL) at $6.8M, FA2377-25-R-B007 (SOUP) at $3.0M, and FA2377-25-R-B010 (ASSET) at $95.0M.
  • Set-Aside: Anticipated unrestricted, with small businesses encouraged to propose.
  • Published: May 20, 2025.
  • Response Date: No proposals are requested for this MAA at this time. Individual solicitations will specify their own due dates. The overall MAA response date is April 14, 2030.

Eligibility & Important Considerations

  • Eligibility: Anticipated unrestricted. Guidance is provided for Federally Funded Research and Development Centers (FFRDCs) and foreign participation.
  • Submission: Solicitations will be posted on www.sam.gov and potentially www.grants.gov. Offerors are encouraged to "follow" MAA and solicitation postings for updates.
  • Order of Precedence: In case of conflicting information, the order is (1) Individual Solicitation, (2) MAA, (3) Industry Guide.
  • SAM Registration: Required for applying for grants and other funding opportunities.
  • Contact: General MAA questions should be directed to Amanda Lindsay at AFRL.RYA.ADAMmaa@us.af.mil.
