Solicitation / RFP / RFQ

This solicitation is for Autonomous Drone and Systems Training. The training will be conducted in person at Government-provided facilities.

• The core service is Autonomous Drone and Systems Training, as detailed in the Statement of Work (SOW).

• Anticipates 3 to 5 trainings per fiscal year.

• Each training will be awarded as an exercise option, with specific course details and class size to be determined at the time of award.

• Vendors must have an active CMMC Level 1 (self) certification at the time of award.

• Contract Type: Firm Fixed Price.

• Period of Performance: Date of award through September 30, 2030.

• Maximum per order: $350,000.00 USD.

• Maximum government order: $500,000.00 USD.

• The proposal submission deadline is May 27, 2026.

• Technical Evaluation Criteria are located on pages 37-38.

• Quotes must include resumes of key training facilitators, course syllabi, CMMC certification status, past performance, and pricing.

• A compliance matrix is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide multiple technical training courses for NSWC Crane employees on drone warfare and autonomous defense systems, supporting the War Department’s Drone Dominance initiative.

• Conduct multiple technical training courses in-person at a government facility.

• Training must occur between contract award and September 30, 2031.

• Courses must be conducted during normal working hours (0800-1700).

• Each class requires a minimum of 10 students; courses below this threshold may be rescheduled or canceled.

• Vendor must invoice within 5 business days of course completion.

• Provide a comprehensive catalog of drone warfare and autonomous systems training courses, covering all levels from beginner to expert, including the full lifecycle and cybersecurity.

• Develop training materials based on vendor subject matter expertise, without AI tools.

• For initial award, conduct a single 2-day "Drone Warfare & Autonomous Defense Systems Fundamentals" course in FY26 for up to 60 students.

• Provide updated training course offerings annually by April 30.

• Vendor instructors must be eligible for classified environment training when required.

• Instructors must possess real-world expertise in drone warfare, autonomous training development, counter-drone technologies, AI-driven targeting, and ISR sensor technologies.

• Instructors must be able to provide modules on unmanned systems history/future, drone swarm technologies, and contested environment operations.

• Contract Period of Performance: Date of award – September 30, 2031.

• Place of Performance: Government facility at NSWC Crane.

• Vendor must provide instructors with specific military and technical experience.

• Vendor must provide all necessary training materials (handouts, textbooks, presentations).

• Government will provide the training facility and standard classroom materials.

• Government will provide a roster of registered students.
