Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) is soliciting proposals for AUV Support Services (Data Collection). This unrestricted, firm-fixed-price opportunity seeks non-personal services for Autonomous Underwater Vehicle (AUV) operations to support scallop fisheries-independent surveys. Proposals are due April 24, 2026, by 15:00 ED Local Time.
Purpose & Scope
This solicitation (1305M326Q0135) aims to acquire non-personal services for AUV support and data collection during surveys. The primary objective is to deploy AUVs to collect optical data for Atlantic sea scallop stock assessment, aiding science and management. Services include pre-mission communication and preparation, conducting AUV optical scallop survey missions, delivering collected data, and providing a final report. All services must adhere to Attachment 1 - Statement of Work dated 04/14/2026.
Key Requirements
The contractor will conduct AUV optical surveys, acquiring a target of 200nm or more of optical sea floor data in the Mid-Atlantic Bight. This involves deploying and recovering AUVs and associated equipment, providing all necessary plant, trained labor, materials, supervision, transportation, permits, insurance, and quality control. A Tethys-class Long Range AUV (LRAUV) integrated with the NEFSC's Autonomous Benthic Imaging System (ABIS) must be utilized, capable of independent navigation, maintaining a stable distance from the seabed (<=2 meters), operating up to 200m water depth, and possessing emergency behaviors. Demonstrated experience conducting AUV Atlantic sea scallop surveys in the Northeast U.S. Continental Shelf and knowledge of NEFSC AUV-scallop survey efforts are required, including documented cruise results using the NEFSC ABIS system with a Tethys-class LRAUV.
