Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) intends to award a Firm Fixed-Price purchase order for AUV Survey Support Services for Atlantic sea scallop optical surveying. This is a Presolicitation notice, with an intent to award on a sole-source basis to Woods Hole Oceanographic Institute. Firms believing they can meet the requirements may submit documentation. Responses are due March 29, 2026.
Purpose & Scope
NOAA's Northeast Fisheries Science Center (NEFSC) requires Autonomous Underwater Vehicle (AUV) support to collect optical data for estimating Atlantic sea scallop abundance and size. The objective is to acquire a target of 200 Nautical Miles (nm) or more of optical AUV data within the Mid-Atlantic Bight scallop management areas between April 1 and August 31, 2026. The scope includes all components of AUV operations and data acquisition, such as calibrating AUVs and camera payloads, mobilization, piloting, retrieval, demobilization, and data delivery to NOAA Fisheries. This is a Non-Personal Service contract.
Key Requirements
The contractor must provide AUVs capable of using NEFSC's Autonomous Benthic Imaging System (ABIS) payload, with long-range capabilities and independent navigation. AUVs must maintain a consistent survey speed of 1-2 knots, operate for 3+ days on a single charge, and maintain a stable distance of 2 meters or less from the seabed in depths up to 200 meters. Emergency behaviors and recovery beacons are preferred. AUVs should be deployable/recoverable from a ship's crane without large handling equipment. Data delivery (metadata, oceanographic, imagery) is required within one week of mission completion, and a final report within two months. Demonstrated experience with AUVs and NEFSC AUV-scallop efforts is essential.
