Quick Summary

This is an amendment to the solicitation for AV System Installation for a Microsoft Teams Conference Room at NAWCWD Point Mugu, Bldg 36, Room 1010A. The Naval Air Warfare Center, Weapons Division, China Lake, CA, intends to procure these services on an unrestricted, full and open competition basis. This amendment provides government responses to vendor questions, officially closes the Q&A period, and extends the quote submission deadline. Quotes are now due by May 26, 2026, at 12:00 PM Pacific Time.

Scope of Work

The requirement is for the procurement, installation, integration, programming, and testing of a complete audio-visual (AV) system. This includes specific equipment such as Samsung Crystal UHD Displays (85" and 75"), Chief Tilt Wall Mounts, a Biamp Devio Large Meeting Room Bundle, Huddly L1 Camera Kit, HP Thunderbolt Dock (G4 or G6), Atlona distribution components, and various Kramer HDMI/USB cables and installation hardware. Installation services encompass mounting, component integration, programming, cabling, and securing all equipment. The system must be compatible with existing command conference rooms.

Key Clarifications & Requirements

  • Equipment: QB-Series displays are preferred over BE-series. The system supports "bring your own device" (BYOD) for conferencing. Displays will use individual remotes. The HP Thunderbolt Dock 280W G4 can be substituted with the HP Thunderbolt 4 Ultra 280W G6. Only Kramer HDMI/USB cables are permitted.
  • Installation: No existing equipment removal is required. A mandatory automated criminal background check is needed for non-DoD personnel. The room must be completed in a single day, with no secure storage provided. Contractors will have exclusive access during installation. A designated POC will receive equipment.
  • Compliance: TAA compliance for individual components is not required. No as-built drawings or training are required.

Contract & Timeline

  • Contract Type: Firm Fixed Price Order (not a construction project; prevailing wage, liquidated damages, insurance, and bonds are not applicable).
  • Set-Aside: Unrestricted (Full and Open Competition).
  • Product Service Code: 5995 (Cable, Cord, And Wire Assemblies: Communication Equipment).
  • Period of Performance: 90 days from the date of order, with deliveries due on or before July 31, 2026.
  • Quote Due: May 26, 2026, at 12:00 PM Pacific Time.
  • Q&A Period: Officially closed; no further questions will be accepted.

Evaluation

Award will be made without discussions, based on Price and Delivery. Offerors must provide a quote detailing parts provided to ensure compliance with the Statement of Work. Vendors must verify distributor/reseller status and provide proof of supply line for new items.

Submission & Registration

All responsible sources may submit a quote. Contractors must be able to undergo required vetting for base access. All new and updating SAM.gov registrations require a notarized letter for the authorized Entity Administrator. Contractors must be certified through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information within Contract Opportunities.
