  • Format: Submissions must be electronic, in PDF format, and not exceed 10 MB. The 12-point font requirement for concept papers has been removed.
  • Evaluation Criteria: Evaluation will be based on scientific peer review, with technical merit, proposed approach, and offeror capability being more important than cost/price. Risk assessments will be conducted for proposals involving fundamental research.
