Quick Summary

The U.S. Department of State (DOS) is conducting market research through this Request for Information (RFI) to identify qualified vendors capable of providing specialized aviation decontamination services. These services are crucial for the Department's biocontainment aviation mission, which involves transporting patients infected with Category A biological agents. Responses are due by June 16, 2026, at 12 PM EST.

Purpose & Scope of Services Sought

This RFI is for market research and planning purposes only and does not constitute a solicitation or commitment to award a contract. The DOS seeks information from vendors with demonstrated experience in:

  • On-Aircraft Standby Decontamination Personnel: Ability to deploy personnel on-aircraft during active biocontainment missions (within N+6 to N+12 hours of notification) to respond to Category A pathogen environments.
  • Post-Mission Aircraft Decontamination: Full decontamination of aircraft, biocontainment units, and equipment globally, commencing immediately upon patient disembarkation, in compliance with hazardous waste regulations.
  • Category A Pathogen Decontamination Capability: Expertise in decontaminating aircraft and equipment after transporting agents like Ebola, Marburg, Hantavirus, Lassa Fever, and other Select Agents, adhering to CDC/WHO standards.
  • Hazardous Waste Disposal: Provision of services for safe disposal of contaminated materials according to federal and state regulations.

  • Organizational capability and experience with Category A agent decontamination.
  • Relevant certifications, accreditations, and security clearance status.
  • Subcontracting plans and vetting processes.

  • Response posture, standby capabilities, geographic footprint, and surge capacity.
  • Capability to provide on-aircraft personnel, including qualifications, PPE, and health protocols.
  • Proposed cost and pricing structures.
