Aviation Enablers Capability Development Support

Scope of Work

The contractor will provide analytical and professional support to the AFCD and Mission Support Division (MSD). Key responsibilities include:

• Developing future operational and organizational concepts for Army Aviation.
• Defining material and non-material capability requirements for current and future aircraft.
• Conducting experimentation, analysis, and studies to identify capability gaps and validate modernization solutions across DOTMLPF-P domains.
• Integrating and synchronizing Aviation modernization strategies.
• Supporting MSD in areas such as Survivability Systems, Mission Command & Networking, Navigation Systems & Airspace Management, and Aviation Logistics/Sustainment.
• Preparing trip reports, facilitating meetings, conducting analysis, and writing/revising requirements documents.

Special Requirements

• Security: Contractors must possess an active SECRET security clearance and be U.S. citizens.
• Personnel Qualifications: Requires specialized knowledge in military capabilities, Army Aviation systems, DoD requirements development, and specific experience (e.g., rated Aviator, UAS operator, air traffic control, aviation maintenance). Completion of specific Defense Acquisition University (DAU) courses is mandatory.
• Performance Standards: Performance will be evaluated via a Quality Assurance Surveillance Plan (QASP), and the contractor must develop a Quality Control Plan (QCP).
• Travel: CONUS and OCONUS travel may be required.
