Opportunity Overview
The INL's Office of Aviation and Cross Border Programs, Aviation Division (INL/ACB/A), supports global efforts against drug and crime threats. This PSC position provides an in-country UH-60A+ and UH-1H II helicopter Aviation Maintenance Advisor (AMA) to INL/Lima, responsible for aviation expertise, program implementation, and oversight of U.S. government aviation support.
Key Responsibilities
- Oversees INL/Lima aviation program support and liaises with Peruvian aviation units.
- Ensures compliance with INL/ACB/A Program Directives and Aircraft Training Manuals.
- Manages aviation operations for a fleet of USG rotary and fixed-wing aircraft supporting diverse counternarcotics missions.
- Performs contract oversight as a Government Technical Monitor (GTM) for contractor aircraft maintenance.
- Assists in developing and implementing comprehensive operational systems and procedures for the INL aviation program.
- Monitors and evaluates aircrew and maintenance personnel training progression.
- Provides guidance to the Peruvian National Police (PNP) Aviation Directorate for operations and maintenance.
- Develops and maintains professional relations with host government aviation officials.
Required Qualifications
- U.S. Citizenship with ability to obtain Secret (potentially Top Secret) security clearance.
- Education/Experience: Bachelor's Degree; OR Associate's + 5 years aviation experience; OR 10 years aviation experience.
- Specific Experience: Minimum 1 year in U.S. government contracting, in-depth knowledge of aviation maintenance/QC/logistics, knowledge of US FAA regulations, 10 years as military/civilian aircraft pilot and maintenance supervisor/manager, 2 years in formulating plans/policies/procedures, experience analyzing budgetary/operational data, and professionally proficient in Spanish.

Contract Details
