Purpose
This Sources Sought Notice is issued for planning purposes only in accordance with FAR Part 10, Market Research. It is not a request for quote, offer, or proposal, nor does it constitute a solicitation or commitment by the Government. The information gathered will help the RIARNG understand industry capabilities for this requirement.
Scope of Requirement
The RIARNG requires two (2) power converters designed for aircraft ground power applications in hangars or on ramps. Key specifications include:
- Input: 208 V, 3-phase, 50/60 Hz, max 114 A, with a 50 ft 3-conductor cable, 3 Phase Hubble Connector, and surge protection.
- Output: 115 V L-N / 200V L-L, 3 phase, 400 Hz, 130 amps, with a 30 ft output cable, aircraft plug, and safety interlock.
- Features: Indoor/Outdoor use, rolling capability, event log/diagnostics, Built-In maintenance diagnostic system (BITE), USB communication ports, emergency shut-off, and various monitoring capabilities.
- Documentation: Operator and Maintenance Manuals are required.
Submission Requirements
Companies with the potential to provide this requirement via GSA, open market, or both, are encouraged to submit a capability statement including:
- Company Information: Name, address, point of contact (email/phone), Federal Cage Code, Unique Entity Identification (UEI), and business size. Companies must be registered in SAM.gov.
- Question 1: Ability to supply the item per Attachment 1.
- Question 2: Description/specifications of the product offered if able to supply.
- Question 3: Certification of business size (Small Business, 8a, WOSB, HUBZone, SDVOSB) or Large Business. The applicable NAICS code is 335311 (Power, Distribution, and Specialty Transformer Manufacturing) with an 800-employee size standard.
