• Connector Brand Specificity: The solicitation references specific connectors (3 Phase Hubble Connector for input, Molded Blackhawk Connector for output). The government clarified that while these are references, equivalent connectors meeting the same performance and compatibility standards are acceptable.
• 3 Phase Hubble Connector (Input): The required cable must meet the following criteria: 4-Conductor, 100 Amps, #2 AWG wire gauge, 600V voltage rating, and be a flexible portable cord suitable for outdoor/wet locations (e.g., SOOW or equivalent). The current cable terminates with a Hubbell HBL4100PS1W plug.
• Molded Blackhawk Connector (Output): Key details for the required components include: Power Type 115/200V AC, 400Hz; Connector Style: 6-pole; Aircraft Receptacle P/N: MS90362-3; and GPU Plug P/N: MS25486. Vendors should use these part numbers to ensure compatibility for the ground power unit.
• Hubbell Plug Part Number: In response to a question about the input cable's Hubbell plug, the government provided the existing wall plug part number as HBL4100RS1W (3 pole 4 wire (3P4W)).

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, constituting the only notice that will be issued. The Rhode Island Army National Guard (RIARNG) requires two external power carts.

• Two (2) Aviation External Power Carts.

• Specifications are detailed in Attachment 1 (Aviation Mobile Power Converter Specifications).

• Key specifications include: Input-208 V, 3-phase, 50/60 Hz; maximum full load input current 114 A.

• Items must be new; refurbished, remanufactured, or "gray market" items are not allowed.
